(CNA, reporter Yang Sirui, Tainan, June 23) The "Tainan Metropolitan Area Northern Outer Ring Expressway Connecting to Shugu Science Park Project," a traffic construction project around the Southern Taiwan Science Park (STSP) Tainan Science Park, was completed in March and has been opened in sections. The Tainan City Government held a completion ceremony today, with the entire section expected to be open for use by the end of June.

Speaking at the ceremony, Tainan Mayor Huang Wei-che said that the opening of the Northern Outer Ring Expressway connecting the STSP and Shugu Science Park is a significant achievement resulting from the joint efforts of the central and local governments to alleviate traffic problems around the STSP. He expressed gratitude for the support and coordination from the central government, the Legislative Yuan, and the local council, which ensured the smooth progress and completion of the project, providing crucial assistance for STSP traffic improvement and industrial development.

Huang Wei-che stated that the STSP has a large workforce and its output value continues to increase. Commuters' time should be spent more on family, work, and industrial innovation, rather than being wasted in traffic congestion. The city government, learning from the experience of peak-hour congestion in Hsinchu Science Park, has prioritized the Northern Outer Ring Expressway system and surrounding access roads to STSP as key transportation projects. It is hoped that the opening of this project will help disperse traffic to and from STSP, easing traffic pressure on surrounding roads during peak hours.

Information provided by the Tainan City Government's Public Works Bureau indicates that the "Tainan Metropolitan Area Northern Outer Ring Expressway Connecting to Shugu Science Park Project" starts at the intersection of Shugu Boulevard and Provincial Highway 134 in the north and connects to the ground-level road of the third phase of the Tainan Metropolitan Area Northern Outer Ring Expressway in the south. The total length is 3.463 kilometers, with a newly constructed 30-meter-wide road featuring two lanes and one slow-traffic lane in each direction. The project also included the widening and reconstruction of the Dingtang Gangxi Bridge and Dazhou No. 2 Bridge.

The Public Works Bureau explained that the project received subsidies from the Ministry of the Interior's National Land Management Administration under the "Life Circle Road Network Construction Plan." The project was completed at the end of March, and some sections have been opened. The entire line is expected to be open for traffic by the end of June, enhancing the benefits of the Northern Outer Ring Expressway system and strengthening the external transportation functions of the STSP Tainan Science Park and Shugu Science Park.
