Hsinchu County, June 23 (CNA) Independent Hsinchu County Councilor Lu Wan-ting said today that parents are concerned that students may continue to be victimized during campus bullying investigations, or even be forced to transfer schools. She hopes for strengthened prevention and protection measures. The county government stated that victims can be protected through adjustments to seating, class schedules, or even class assignments to isolate them.

Lu Wan-ting told CNA today that campus bullying incidents have been frequent in recent years, with cyberbullying and social media bullying becoming increasingly common. She has received numerous complaints from parents stating that it takes time from reporting to the completion of an investigation for bullying cases. During this period, victimized students may continue to endure stress and even be afraid to go to school.

She said that in addition to calling for strengthened campus psychological counseling and social worker resources, and reviewing system designs to balance the counseling of perpetrators with the rights of victims, she also believes that children's concepts of right and wrong and conflict resolution are greatly influenced by family education. Therefore, parenting education, family support, and home visits for high-risk families should also be strengthened to help parents understand their children's situations at school.

Hsinchu County Education Bureau Director Tsai Shu-chen said that after schools receive suspected bullying cases, regardless of whether the source is a report from parents, students, faculty, or media coverage, they must complete a school safety report within 24 hours. If there is an assessed risk of conflict, emergency isolation can be implemented through adjustments to seating, class schedules, or class assignments.

She said that after a case is reported, a decision on whether to accept it must be made within 3 days. If accepted, it will then enter the investigation and review process. Additionally, bullying is prevented through student awareness campaigns at the start of the school year, parent-teacher meetings, and student counseling.
