TAIPEI, June 23 (CNA) - Executive Yuan Minister without Portfolio Chi Lien-cheng recently stated that "Level 5 security" will be promoted in schools to establish strategic joint defense with police and other units. Student group EdYouth is concerned about the impact on campus trust and student rights, urging for clarification on employment conditions, responsibilities, and intervention standards.
At a press conference on June 18 regarding central anti-drug measures, Minister Chi Lien-cheng announced a series of legislative amendments to establish four lines of defense against drug use. Within schools, where there are no police or investigative units, "Level 5 security" may be promoted, incorporating retired military and police personnel with certain physical fitness and capabilities to assist schools in drug investigation and prevention.
Student group EdYouth issued a press release today expressing concerns about "Level 5 security," urging the government to clarify responsibilities, employment conditions, and intervention standards. After schools sign support agreements with police units, police will be able to enter campuses for investigation or assistance when intelligence is available. The legal basis, execution methods, and division of responsibilities should be publicly explained.
EdYouth pointed out that after the government announced the withdrawal of military instructors from campuses, the responsibility for campus safety, drug abuse prevention, and other tasks was transferred to innovative student affairs personnel. The government should prioritize improving the structure and treatment of these personnel, strengthening their educational and counseling knowledge, and avoiding redundant staffing.
EdYouth stated that anti-drug policies should not only focus on management and investigation but also emphasize the protection of student rights. For students who may come into contact with drugs, or even have already used them, the government should intervene from a perspective of assistance, support, and companionship, avoiding labeling and stigmatization. Helping students understand risks, develop judgment, and establish correct concepts of drug recognition and use is essential to fundamentally improve educational and prevention effectiveness.
