Prosecutors dropped charges for 13 plots of land, while another 4 plots led to charges of theft and occupation. The Shilin District Court today sentenced Liao Zheng-liang to 8 months in prison for theft and occupation. The sentence can be appealed.

Media revealed in 2024 that Liao Zheng-liang, father of Legislator Liao Xian-xiang, was operating a parking lot in violation of regulations in areas such as Jiadong Road and Xintai 5th Road in Xizhi District, New Taipei City, involving illegal encroachment on state-owned land, which sparked controversy. Liao Xian-xiang stated at the time through a press release that the parking lot land was legally leased by his father from the landowner for operating a parking lot. The land adjacent to the leased land was state-owned and was not physically demarcated from the leased land.

The Northern District Branch of the National Property Administration, Ministry of Finance, believed that Liao Zheng-liang had no legal right to use the land and was suspected of operating a parking lot on state-owned land by laying retaining stones and asphalt pavement since March 2021. Therefore, a criminal charge of theft and occupation was filed against him. In addition, the Shilin District Prosecutors Office immediately initiated a separate investigation after the media exposure.

The Shilin District Prosecutors Office believed that the 13 plots of land used for the parking lot were not on state-owned land, and a non-prosecution decision was made in December 2024 due to insufficient evidence. Prosecutors further found that Liao Zheng-liang was suspected of stealing and occupying 4 plots of land managed by the National Property Administration and the Directorate General of Highways, Ministry of Transportation and Communications, and indicted Liao in December last year.
