(CNA, Taipei, June 29) The Ill-Gotten Gains Recovery Foundation stated today that in June, it reviewed and approved 78 compensation cases for loss of life or personal freedom and 1 case of deprivation of property ownership, with total compensation exceeding NT$160 million.
To promote transitional justice, the Ill-Gotten Gains Recovery Foundation is responsible for handling compensation for victims whose lives or personal freedom were infringed upon due to state misconduct during the authoritarian period, as well as returning or compensating for confiscated property, restoring reputation, and other matters.
The foundation stated in a press release today that Chairman Chang Wen-chen convened a meeting of directors and supervisors on June 26. Among the approved cases, many victims disappeared during the 228 Incident, and some victims were shot and killed by the military without cause. During the White Terror period, some victims were convicted of involvement based solely on confessions, sentenced to death without sufficient evidence or due legal process; other victims were convicted of improper comments about the government.
In cases of deprivation of property ownership, some victims had all their property, including stocks and cash, confiscated due to state misconduct. Due to the passage of time, the property was deprived and lost, and compensation was provided in monetary form.
The foundation statistics show that as of the end of May, a total of 3,721 applications have been received for infringement of victims' lives or personal freedom due to state misconduct during the authoritarian period. Of these, 2,998 were approved for compensation, 116 were rejected, and 67 were withdrawn. For cases of deprivation of property ownership, a total of 383 applications have been received, with 42 approved for return of original property or monetary compensation, 57 withdrawn, and 208 rejected. Additionally, for applications for reputation restoration certificates, a total of 5,931 applications have been received, with 5,044 approved and 75 rejected.
The foundation stated that rejected cases were often due to applicants not meeting the eligibility criteria. Reasons for property rejection cases include no record of property deprivation found in existing data, or although confiscation was declared by court ruling, it was exempted by the Ministry of National Defense.
