New Online Application System for Certificate of Criminal Record to Launch July 21, Requiring Prior Identity Verification and Payment

(Central News Agency Reporter Huang Li-yun, Taipei, June 29) The National Police Agency announced today that starting July 21, the online application process for the Certificate of Criminal Record will be adjusted. In the future, all applications will require prior online identity verification through the Personalized Data Self-Service Platform and online payment before the application is considered complete, in order to improve case management efficiency.

The National Police Agency stated in a press release this afternoon that to improve the online application mechanism for the Certificate of Criminal Record (commonly known as a "good citizen certificate") and make the application process more efficient, the online application process will be adjusted starting July 21.

The National Police Agency said that in the future, when the public applies for the Certificate of Criminal Record online, regardless of whether they choose "in-person pickup" or "mail pickup," they must first complete online identity verification through the Personalized Data Self-Service (MyData) platform and complete the online payment using a credit card or VISA debit card before the application is established.

The National Police Agency stated that for current online applications that select "in-person pickup," applicants only need to fill in the application information to submit the application, and then undergo identity verification and payment when picking up the certificate. However, applicants often misenter their identity information, affecting the review and issuance progress of the case. The future online identity verification mechanism will effectively confirm the applicant's identity and allow the system to automatically import basic information, which will help improve data accuracy and reduce manual input errors.

Furthermore, last year, national police agencies processed a total of 871,277 applications for the Certificate of Criminal Record. Among these, approximately 118,834 applications were submitted online but not picked up or paid for, accounting for about 14% of the total applications. This increased the administrative workload and resulted in a waste of administrative resources.

The National Police Agency stated that after referencing current government online application services in Taiwan, such as online passport applications and electronic land registry transcripts, which require identity verification and payment before acceptance, the online application mechanism for the Certificate of Criminal Record has been adjusted to improve case management efficiency and service quality.

The National Police Agency said that for current online applications that select "mail pickup," the online identity verification and online payment mechanism is already in place. This adjustment will apply the same operating model to all online applications, establishing a standardized application process.

Additionally, the MyData platform's identity verification service is linked to household registration ID card data and is only applicable to citizens with household registration in Taiwan. Citizens without household registration and foreigners cannot complete online identity verification and must still apply in person through the current procedure.

The National Police Agency stated that eligible citizens can still take advantage of the "mail pickup" service. After the accepting police station completes the certificate production, it will be sent via registered mail to the designated address, saving citizens the inconvenience of traveling to the police station and achieving the convenient goal of "replacing roads with the internet."(Editor: Li Ming-tsung) 1150629
