(CNA reporter Lu Yan-ci, Taipei, June 29) To enhance the efficiency of national property management, the National Property Administration (NPA) of the Ministry of Finance has promoted the simplified transfer of various types of land for specific purposes. According to statistics, as of May this year, over 3,000 land parcels have completed the change of registration for management authorities, achieving an execution rate of over 60% and covering an area of nearly 337 hectares.

The NPA of the Ministry of Finance held a regular press conference today to explain the progress of the simplified transfer of land for specific purposes.

Wu Qiao-mei, section chief of the NPA, stated that the simplified transfer procedures for five categories of land for specific purposes are continuously reviewed annually. For land that does not involve compensatory transfer, does not require compensation, and has no ongoing litigation, simplified transfer procedures are adopted. This involves jointly processing the change of registration for the management authority to transfer the land for specific purposes to the responsible authority for takeover.

According to regulations, these five categories of land for specific purposes include: public facilities already developed by local governments, land within river zones and national parks, the main body of general coastal levees, and state-owned non-public land used by original irrigation associations for water conservancy facilities before the implementation of the Irrigation Association Act. Simultaneously, the NPA sets annual processing targets and lists eligible land for confirmation by the responsible authorities, and then jointly processes the change of registration for the management authority.

Wu Qiao-mei explained that the target for this year is 4,700 parcels. According to statistics, as of May this year, over 3,000 land parcels have completed the change of registration for management authorities, covering a total area of nearly 337 hectares, effectively assisting the competent authorities of various purposes in more rapidly taking over the required land.

The NPA stated that through the simplified transfer mechanism for state-owned land, various types of land for specific purposes can be handed over to the competent authorities for proper management and utilization according to their intended use in the shortest possible time. In the future, it will continue to actively assist various agencies in acquiring state-owned land required for official duties or public construction, further enhancing the utilization efficiency of national properties in aspects such as local development, river management, land conservation, coastal security, and agricultural policies, in order to increase overall public interest.
