Democratic Progressive Party Legislator and Taipei mayoral candidate Shen Po-yang explained the central government's subsidy plan today, urging the Taipei City Government to expedite the registration and related procedures so that disaster victims can receive financial assistance promptly and to prepare for the upcoming flood season with advance warning measures.
Due to the influence of the outer circulation of Typhoon Mikala, some areas in Neihu experienced severe flooding on June 25. Taipei Mayor Chiang Wan-an inspected the recovery status on June 26 and promised that the compensation plan for affected households would be handled with leniency and generosity.
DPP Legislators Shen Po-yang, Wu Si-yao, and Chen Pei-yu, along with Taipei City Councilors Wang Hsiao-wei and Ho Meng-hua, and Taipei City Councilor candidate Kao Chia-yu and Chen Yu-hsin, held a press conference at the Legislative Yuan today titled "Caring for Disaster Victims, Expanding Subsidies: Shen Po-yang Successfully Secures Increased Funding."
Wu Si-yao stated that the heavy rainfall on June 25 caused disaster, and everyone wants to know the real cause, whether it was a natural disaster or a failure in flood control. Chiang Wan-an has not given citizens a clear answer. In the meantime, Shen Po-yang utilized his position as a legislator to secure expanded subsidies from the central government to assist disaster victims.
Shen Po-yang pointed out that according to the regulations on types and standards of flood disaster relief, local governments can use their own funds for disbursement, and the central government can also provide additional subsidies. Based on his authority as a legislator, he began discussing how to proceed with the Executive Yuan on June 25. The final central government subsidy plan includes an additional NT$20,000 for flooding exceeding 50 centimeters, and another NT$10,000 for appliance losses if the water level reaches 30 centimeters.
Shen Po-yang stated that the central government's subsidy plan has relaxed standards and scope, and is applicable nationwide. The most important thing now is to get the money into the pockets of disaster victims as soon as possible. Therefore, he hopes the local government will swiftly complete the registration and related procedures.
Huang Hung-pu, Deputy Director-General of the Water Resources Agency, Ministry of Economic Affairs, who was invited to attend the press conference, said that the increased subsidy plan is applicable nationwide, allowing affected households from the June 25 heavy rainfall disaster to share in the government's benevolence.
The press conference invitation originally listed Executive Yuan Secretary-General Chang Chun-han as attending, which drew criticism from the opposition regarding administrative neutrality. Chang Chun-han ultimately did not attend.
When questioned by the media, Wu Si-yao explained that Chang Chun-han was invited by the DPP Legislative Caucus leadership this morning to explain the Executive Yuan and Water Resources Agency's increased subsidy measures for disaster relief. It was later decided to have the Deputy Director-General of the Water Resources Agency clearly explain and respond to the questions from legislators and councilors. She asked the opposition parties not to try to shift the focus and instead concentrate on flood control and disaster relief.
When asked by reporters what Shen Po-yang would do if he encountered a similar situation where Chiang Wan-an distributed慰問金 (consolation money) the day after the flooding, only to find it was distributed incorrectly and had to be reclaimed from residents.
Shen Po-yang replied, "I would not make such a mistake." As he stated on the first day of disaster relief, the importance of disinfection and registration is crucial.
