(CNA reporter Chen Chih-chung, Taipei, June 30) The Ministry of Education held a gender violence prevention seminar at the University of the Arts, Taiwan today, inviting relevant supervisors from universities and colleges to discuss campus measures following the implementation of the "Stalking and Harassment Prevention Act" and the challenges posed by AI (Artificial Intelligence) technology, which became the focus of discussion.

The "Stalking and Harassment Prevention Act" came into effect in June 2022. At today's seminar, Lin Yan-li, a domestic violence prevention officer from the Daan Precinct of the Taipei City Police Department, shared her experience, explaining the application of the stalking law, campus reporting and police intervention procedures, and key areas of cooperation between schools and police agencies, to help schools establish more comprehensive crisis management and safety maintenance mechanisms.

The Ministry of Education issued the "Guidelines for Handling Campus Stalking and Harassment Incidents in Universities and Colleges" in March 2023, stipulating that when schools report incidents, they must prioritize the safety of victims and assist in preserving evidence. In addition to internal complaints and counselors, schools can also inform victims that they can report to the police, apply for written warnings, or file criminal charges.

The seminar also invited Fang Nien-hsuan, an associate professor in the Department of Journalism at National Chengchi University, to share the risks of deepfake generated by the development of generative artificial intelligence technology, and to consider the school's response strategies in prevention, risk management, and systems. Liu Yu-chun, director of the Sexual Imagery Processing Center of the Taipei Computer Association, discussed the risks of private image leakage in the digital age, including prevention of leakage, legal responsibilities, and practical handling.

The Ministry of Education pointed out that in the face of emerging risks and changing forms of gender violence, campus prevention work needs to integrate diverse forces such as education, law, technology, and policing to conscientiously protect the physical and mental safety and human dignity of every teacher and student.
