(CNA, Taipei, July 2) Vice President Lai Ching-te inspected the Nanchong City Resilience Drill today, observing drone countermeasures at a hospital, underground alternative medical facilities, and combat medical preparedness. He also visited a civilian supply distribution station to understand smart material management and public-private partnership distribution mechanisms, examining the preparedness of society-wide defense resilience.
The Presidential Office issued a press release this afternoon stating that Vice President Lai visited Nanchong in the morning to observe the 2026 City Resilience Drill, understand emergency medical response mechanisms during major natural disasters or complex crises, and the inventory and distribution of essential civilian supplies.
The Vice President first arrived at Nanchong Hospital to observe the resilience medical drill. The drone countermeasures demonstration simulated an enemy attack on the hospital, where the civilian-led T-CERT (Taiwan Civil Emergency Response Team) notified the police to activate electronic defense operations, jamming the drones via radio signals. Simultaneously, it was confirmed that the drones did not carry dangerous chemicals or explosives to prevent secondary damage.
Subsequently, the Vice President learned about the hospital's medical response plans for major natural disasters or complex crises, including the operation of underground alternative medical facilities, triage, patient diversion, wards, operating rooms, delivery rooms, laboratory and emergency blood transfusion services, and combat pharmacies. He also reviewed response mechanisms for medical personnel mobilization, backup water, electricity, and oxygen, and communication disruptions.
Following this, the Vice President visited the PX Mart Nanchong Xinxing store's civilian supply distribution station to observe the inventory and distribution drill for essential civilian goods. After receiving a briefing on the distribution of daily necessities, he witnessed a demonstration of the smart material management system's on-site pre-order process and a drill for citizens collecting supplies. This was to understand how public-private partnerships can ensure citizens can purchase essential goods such as rice, oil, salt, infant formula, and bottled gas during emergencies, as well as the distribution and reserve quantities of these supplies.
Attendees included Ji Lian-cheng, Executive Secretary of the "Society-Wide Defense Resilience Committee" and Minister without Portfolio of the Executive Yuan; Lin Fei-fan, Deputy Executive Secretary and Deputy Secretary-General of the National Security Council; Lin Jing-yi, Deputy Minister of Health and Welfare; Liu Tai-yi, Deputy Director-General of the All-out Defense Mobilization Agency of the Ministry of National Defense; Legislator Luo Mei-ling; and Wang Rui-de, Deputy Magistrate of Nantou County.
