Ministry of Economic Affairs: Taipower, CPC, Taiwan Sugar, Taiwan Water Achieve "A" Ratings, Highest Year-End Bonuses at 4.4 Months

(CNA, Taipei, July 3) The Ministry of Economic Affairs' State-Owned Enterprise Administration announced today that the Executive Yuan has approved "A" ratings for four state-owned enterprises: Taipower, CPC Corporation, Taiwan Sugar Corporation, and Taiwan Water Corporation for 2025. According to regulations, this entitles them to a maximum of two months' performance bonus, plus a maximum of 2.4 months' merit bonus, totaling up to 4.4 months' bonus. However, the Administration emphasized that not all employees will receive the full 4.4 months, as bonuses vary based on individual performance evaluations and contributions.

The State-Owned Enterprise Administration stated in a press release today that the 4.4 months of merit bonus for its affiliated enterprises in 2025 includes the maximum 2.4 months of merit bonus and the maximum two months of performance bonus.

The Administration explained that the merit bonus is determined by a merit bonus review committee composed of experts and scholars who examine the profitability of each enterprise, deducting losses attributed to policy support. After confirming that each enterprise has met its statutory profit targets, the maximum 2.4 months' merit bonus is calculated and awarded to the four companies according to established procedures. In 2025, Taipower and Taiwan Sugar achieved profitability, while CPC and Taiwan Water also reported profits after accounting for policy burdens.

Regarding the performance bonus, the Administration stated it is based on the overall operational performance of the four enterprises, comprehensively evaluated across seven major aspects: business operations, financial management, production management, planning management, human resource management, environmental safety, and others. Specific indicators are set for each aspect based on the nature of the enterprise.

The Administration mentioned that CPC's operating loss in 2025 was significantly impacted by international market fluctuations. CPC continues to cooperate with policies to stabilize prices and maintain the supply of affordable oil and gas domestically. Taiwan Water, despite not adjusting water prices for 32 years, has continuously improved water quality projects and reduced leakage rates, with the leakage rate falling to 11.52% by the end of 2025.

The Administration added that the actual bonus received by each employee will vary based on factors such as individual performance, the performance of their unit and colleagues, and attendance bonuses.
