(CNA reporter Lu Yan-ci Taipei, July 7) To make the shopping process more convenient for travelers, the Ministry of Finance has announced a proposed amendment to certain articles of the "Regulations Governing the Establishment and Management of Duty-Free Shops." The requirement for purchasers to sign sales slips will be removed, meaning travelers will no longer need to sign sales slips when purchasing duty-free goods, thereby simplifying checkout procedures and reducing waiting times.
The Ministry of Finance announced the draft amendment to certain articles of the duty-free shop regulations on July 2. The consultation period will last until August 31 of this year. The Directorate General of Customs held a regular press conference today to explain the two main points of the amendment.
Officials stated that there are two main points to this amendment. Firstly, the requirement for purchasers to sign sales slips will be removed. Considering that transaction data from duty-free shops can already be retained and audited through information systems, travelers will no longer need to sign sales slips when purchasing duty-free goods. This will simplify checkout procedures, reduce traveler waiting times, and lower the risk of personal data such as signature samples being leaked.
The second point is the addition of provisions allowing sales slips intended for the purchaser's retention to be stored electronically. In the future, travelers will be able to retain and inquire about their shopping records electronically, which is not only more convenient but also reduces the use of paper receipts, further implementing energy conservation, carbon reduction, and paperless policy goals.
The Directorate General of Customs stated that this amendment will help create a "signature-free, paperless, and more convenient" shopping environment, optimizing the traveler's shopping experience and the service quality of duty-free shops, while also balancing digital development and environmental sustainability.
