(CNA, Taipei, July 7) -- Following flooding in Taipei's Neihu district in late June, Mayor Chiang Wan-an has instructed city government teams to deploy in advance as Typhoon Bavi approaches. The Department of Public Works' Geotechnical Engineering Office stated that emergency disaster relief contracts have been awarded and are on standby. The Public Works Department has prepared deployable resources and personnel. The Department of Transportation's Parking Management Division also reminds vehicle owners to move their cars from parking lots in low-lying areas.
The Central Weather Administration predicts that a marine typhoon warning for Super Typhoon Bavi may be issued as early as the daytime of July 9, followed by a land warning late on July 9 or during the day on July 10. July 10 and 11 are expected to be the most impactful days, with potential for torrential rain or heavier precipitation in northern mountainous areas.
Given that parts of Neihu experienced flooding due to heavy rainfall in late June, Chiang Wan-an, during a disaster preparedness meeting yesterday, specifically urged city government teams to shift their flood control mindset from passive defense to active deployment and early preparation.
The Taipei City Geotechnical Engineering Office announced today that it has completed the desilting of 50 potential landslide streams and 50 sediment retention ponds. Emergency disaster relief open-ended contracts have also been awarded and are on standby. Disaster prevention maps have been updated, and a list of protected residents has been compiled. For ongoing construction projects, construction units have been instructed to conduct self-inspections and disaster preparedness measures.
The Geotechnical Engineering Office also stated that 12 standby locations for disaster relief personnel and equipment will be established in mountainous areas across eight administrative districts, including Beitou, Shilin, Neihu, Xinyi, Daan, Wenshan, Zhongshan, and Nangang, to facilitate immediate rescue operations. The public is also advised to avoid activities in mountainous areas and to utilize the "Taipei City Mountain Slope Information Integration System" to stay informed about disaster prevention information.
The Taipei City Public Works Department stated that it has reinforced the fixation of temporary structures, construction fences, work platforms, and scaffolding at ongoing construction sites. Drainage facilities around work areas have been inspected and cleared. For urban roads and bridge culvert facilities, regular testing and maintenance of pumps, water level sensors, and remote monitoring systems have been conducted. Additional personnel have been assigned to clear drainage ditches above tunnel entrances to assist the Environmental Protection Bureau in clearing drainage channels.
The Public Works Department reported that a total of 275 personnel, 12 large engineering vehicles, 21 small engineering vehicles, 20 generators, 15 pumps, 20 excavators and loaders, 15,000 sandbags, and 31 chainsaws are available for deployment. An emergency response team will be formed and on standby for disaster relief upon instruction. Citizens who discover water accumulation in underground parking garages can report it by calling 1999, and efforts will be made to clear them.
The Taipei City Parking Management Division reminds the public that riverside evacuation gates may implement a "entry only" control measure at any time. It is recommended to register for flood notification on their "One-Stop Parking Information Service Website." Vehicle owners, especially those parking in low-lying areas such as the Sanjiaodu Riverside Park parking lot outside the dike in Shilin District, the Jiantan Pumping Station riverside parking lot, Tonghe West Street Section 1 parking lot, and the Bailing Riverside Park parking lot, must pay close attention to the latest control information and move their vehicles.
