(Central News Agency, Changhua, July 9) A detective from the Changhua Precinct of the Changhua County Police Bureau, surnamed Huang, was accused of raping a minor suspect while investigating a drug case. However, the Changhua District Prosecutor's Office recently concluded its investigation and issued a non-prosecution decision. The police bureau stated today that the case is still within the period for appeal, and the administrative disciplinary action is pending approval from the National Police Agency of the Ministry of the Interior.
While investigating a drug case, Detective Huang took a teenage girl involved in the case back to the precinct. The two exchanged contact information via the messaging app LINE. The next day, Detective Huang drove a police vehicle to the girl's residence to pick her up for case-related matters. He was accused of raping the girl in the car. After returning home, the girl informed her parents and went to the hospital for an examination.
Detective Huang admitted to having sexual relations with the girl, claiming it was consensual. However, the girl stated she was forced. The Changhua Precinct initiated an investigation, and Detective Huang was dismissed from the force with two major demerits by the police bureau.
The case was investigated by the Taiwan Changhua District Prosecutor's Office. After investigation, the prosecutors determined that the sexual intercourse between the two was consensual and that there was no abuse of authority, coercion, or threat, thus issuing a non-prosecution decision.
The police bureau stated that they have not yet received the non-prosecution decision. Furthermore, the girl may file an appeal. As for the administrative disciplinary action, it is still under review by the National Police Agency. (Editor: Li Ming-tsung) 1150709
