(Central News Agency reporter Lu Kang-Chun, Hsinchu City, July 13) The Hsinchu City Government announced personnel changes today. Civil Affairs Director Shih Shu-Ting's resignation has been approved. Tsao Yung-Ming, current Director-General of the Hsinchu City Industrial Development and Investment Promotion Council (IDIPC), will succeed her. Chou Hsin-Hung, current Commander of the Hsinchu City Volunteer Police Corps, will assume the role of IDIPC Director-General, effective July 14.
In a press release issued today, the Hsinchu City Government stated that Tsao Yung-Ming graduated from the Department of Business Administration at Hsuan Chuang University. He previously served as Secretary to a National Assembly Representative and as a Legislative Yuan legislative assistant for 14 years, gaining extensive experience in regulatory coordination and communication channels between central and local governments.
The city government noted that since December 2022, Tsao has served as Director-General of the IDIPC, acting as a bridge between the municipal government and the industrial sector. He has assisted in investment attraction and contributed to increased investment and factory establishment by enterprises. Given that civil affairs directly impact citizen welfare and grassroots communication, the government hopes to leverage his experience to deepen frontline public services.
Chou Hsin-Hung holds a master's degree in International Business Administration from National Changhua University of Education. He has long been involved in enterprise management and industrial development, accumulating rich experience in management, investment, and market expansion. He is also actively engaged in public affairs, having served since 2023 as a council member of the IDIPC and Commander of the Hsinchu City Police Volunteer Corps, bridging the gap between the private sector and government agencies.
The city government stated that Chou will be able to precisely address enterprise needs, uphold professionalism, integrity, and efficiency, actively assist in removing investment barriers, promote the integration of industry, government, and academia resources, and jointly build a high-quality investment environment in Hsinchu City.
