He stated that while AI will not replace humans directly, individuals who do not use AI are highly likely to be replaced by those who understand and can effectively utilize AI.

According to local media reports, during the launch ceremony of the 'Everyone AI' inclusive program held at Hong Kong Science Park, Secretary for Innovation, Technology and Industry Sun Dong made the above remarks, urging young people to equip themselves with necessary skills.

Sun said the government has consistently prioritized AI development and governance, having already released the 'AI Ethics Framework' and the 'Hong Kong Generative Artificial Intelligence Technology and Application Guidelines'. Additionally, a dedicated task force has been established to examine whether gaps exist in Hong Kong's current legal system that require legislative action.

Furthermore, the government is formulating a 'five-year plan', actively working to build a more specialized legal framework capable of regulating the future development of artificial intelligence.

Sun emphasized that the AI industry is a vital element for Hong Kong's future. Taking the Hong Kong portion of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone as an example, over 40% of the more than 90 companies in the first two buildings are related to AI. Meanwhile, computing power facilities at the Sha Ling Data Park are expected to begin phased operations starting next year.
