Feitsui Reservoir Administration: Continues to Supply Taipower, But Will Not Cooperate with Extended Power Generation Support Without Compensation

Central News Agency (Reporter Liu Chien-pang, Taipei, 17th) The Taipei Feitsui Reservoir Administration stated today that its hydroelectric power generation at Feitsui Reservoir continues to sell electricity to Taipower according to contract and has not ceased supply. Regarding the compensation for water consumption due to extended hydroelectric power generation, as Taipower has not agreed to sign a contract, the administration will not cooperate with extended power generation support until a reasonable compensation mechanism is in place.

The Taipei Feitsui Reservoir Administration issued a press release stating that it has operated Feitsui Reservoir for 39 years, and hydroelectric power generation has always been carried out in accordance with the power purchase and sale contract signed between Taiwan Power Company (Taipower) and the Feitsui Reservoir Administration.

The Feitsui Reservoir Administration stated that Feitsui Reservoir's hydroelectric power generation continues to operate in conjunction with the reservoir's water discharge needs for domestic water supply and water level regulation, and is executed according to the current power purchase and sale contract, without ceasing power supply to Taipower.

The Feitsui Reservoir Administration stated that regarding Taipei City Council members' recent concern about Taipower's application for extended power generation hours from Feitsui Reservoir due to unit failures (such as the Linkou thermal power unit accident last year), they believe that a compensation mechanism should be established for Feitsui Reservoir's support in emergency power dispatch.

In response, the Feitsui Reservoir Administration's press release mentioned that on October 13 last year, it had submitted a "Draft Contract for Water Consumption Compensation for Extended Hours of Feitsui Hydropower Generation Applied by Taipower Company" to Taipower, and both parties exchanged opinions during negotiations on December 11. Taipower replied on January 27 this year, expressing its inability to agree.

The Feitsui Reservoir Administration stated that based on maintaining the domestic water supply for approximately 6 million citizens in the greater Taipei area, if Taipower's internal units fail again in the future and emergency power dispatch is required, it will no longer cooperate with extended power generation support until a reasonable compensation mechanism is in place, to ensure the safety of the reservoir's water supply.

In addition, the press release mentioned that to ensure the green energy benefits of Feitsui Reservoir's hydroelectric power generation, the Taipei City Government has included "Feitsui Hydropower Green Energy, Striving for International Certification" as a key work item in the "Future City" policy section of the 116-year administrative outline draft.

The Feitsui Reservoir Administration stated that it will promote the acquisition of International Sustainable Hydropower Standard (HSA) certification in the future.
