The Health Bureau explained that the clinic had over a dozen visible surveillance cameras in the lobby, public spaces, IV rooms, and blood collection rooms, but no surveillance equipment was found in the changing rooms. Recording equipment should be publicly disclosed and used primarily for public area safety.
