The project focuses on a 'software-led hardware' approach, where the central government prioritizes the development of software and digital content, while using policy to drive local governments to update and purchase hardware. Education Minister Cheng Ying-yao emphasized that the goal is to ensure every student has a tablet within four years, regardless of whether they are in urban or rural areas. The project also includes significant funding for teacher training, AI-assisted teaching systems, and digital learning support.
