To alleviate the heavy burden on employees caused by grassroots labor shortages, the Chunghwa Post Labor Union has been advocating for additional staffing. Chunghwa Post announced that in addition to the 1,448 positions expected to be filled in the nationwide recruitment this September, another nationwide recruitment drive will be held in the first half of next year (116th year of the Republic era). The union has been pushing for staffing replenishment and adjustments to the special leave system, addressing core issues such as excessive workload and difficulties in taking leave. Three labor directors proposed improvements to the board, revealing that the 19 responsibility centers are currently at only 96.7% of their authorized staffing levels, with a shortfall of 750 employees. The union is pushing to raise the staffing ratio from 96.7% to 98% immediately, which would add about 300 positions. The Human Resources Department of Chunghwa Post stated that they have reached a consensus with the union on three points: immediate replenishment of personnel to prevent burnout, using 98% of authorized staffing as a baseline for external recruitment, and adjusting leave policies. Regarding recruitment, Chunghwa Post noted that 276 people have already been hired through emergency projects, with 163 more expected in July and August. Including the 1,448 expected in September, the total for this year is 1,887. Further adjustments to the special leave subsidy system are planned for 2026.
