Taiwan Strengthens 'Whole-of-Society Defense,' Hsu Szu-chien Shares Resilience Experience in Czech Republic

Deputy Defense Minister Hsu Szu-chien stated today at the GLOBSEC forum in the Czech Republic that Taiwan is strengthening its overall social resilience through government, private sector, civil society, and regular exercises to address new security challenges, including cyber attacks and critical infrastructure destruction. Facing rising regional security risks and gray-zone threats, Hsu pointed out that the primary gray-zone attack Taiwan faces during 'peacetime' is cyber attacks. Taiwan suffers thousands of cyber attacks daily, but has built response capabilities through government and private sector cooperation. He highlighted that Taiwan's semiconductor industry is crucial not only for the domestic economy but also for global supply chain security. Furthermore, he noted that Taiwan is learning from the war in Ukraine, with power and telecommunications operators establishing national backup agreements. This year's GLOBSEC forum, focusing on international order, technology, defense, and energy, saw over 2,000 participants from 86 countries.
