(headquartered in Kusatsu City, Shiga Prefecture; CEO: Takashi Suzuki), operator of the corporate database 'Compalyze,' conducted a survey analyzing the registered addresses of 19,943 foreign companies (classified under the Companies Act, legal entity type code 401) established overseas and directly registered in Japan, based on corporate registration data (corporate master) held by Compalyze and sourced from public corporate number websites.

As a result, it was found that 1,996 foreign companies (10% of all foreign companies in Japan), after consolidating variations in address notation, are registered at a single address: Tokyo Club Building, 3-2-6 Kasumigaseki, Chiyoda-ku, Tokyo. Additionally, 9,507 companies (48% of the total) have blank prefecture fields in their registration, suggesting that the addresses of their overseas headquarters are recorded. By prefecture, after Tokyo (5,928 companies), Chiba Prefecture ranks second with 1,521 companies, where a concentration of companies with automotive-related terms in their names was also confirmed.

Survey Summary

Nationally, there are 19,943 (approximately 20,000) foreign companies (legal entity type code 401 under the Companies Act) currently registered and active. This figure excludes foreign-invested companies that have established Japanese subsidiaries.

At the single address of Tokyo Club Building, 3-2-6 Kasumigaseki, Chiyoda-ku, Tokyo, 1,996 companies are registered (after consolidating address variations), accounting for 10% of all foreign companies in Japan. Many of these companies appear to be related entities of Lloyd's of London, the insurance underwriting market.

10,436 companies have prefecture names listed. The remaining 9,507 companies (48% of the total) have blank prefecture fields, suggesting their overseas headquarters addresses are recorded.

Yearly trends show two peaks: 2015 (reflecting the bulk assignment at the start of the corporate number system) and 2023 (5,007 companies), with 4,676 of the 2023 registrations having blank prefecture fields.

By prefecture, Tokyo leads with 5,928 companies, followed by Chiba Prefecture with 1,521 companies. Among them, 565 companies include automotive-related terms (auto/motor/car) in their names, concentrated in northeastern Chiba, including Yamato City, Yachiyo City, Tōgane City, and Ōamishirasato City.

Country, region, and industry are inferred from Romanized company names and are not definitive. Establishment dates are 99% based on the corporate number assignment date and should be distinguished from actual market entry timing.

1. Survey Scope: Not 'All Foreign Investment,' but Foreign Companies Directly Registered in Japan

The 'foreign companies (category 401)' counted here are companies established overseas that have registered in Japan under their own name. Foreign companies intending to operate in Japan are legally required under the Companies Act to appoint a representative in Japan and register accordingly, and these registrations are reflected here. Counting currently active entities under the official Companies Act classification (legal entity type code 401), there are 19,943 such companies nationwide (approximately 20,000).

On the other hand, most foreign-affiliated companies establish 'Japanese corporations.' They incorporate joint-stock or limited liability companies (category 305, etc.) in Japan, with shares held by overseas parent companies. Such foreign-invested entities are legally considered 'Japanese companies' in the registry and are not included in category 401. Thus, the 19,943 companies represent only a portion of foreign investment—specifically, companies that have directly registered branches or offices in Japan.

Care must also be taken in interpreting establishment dates. For foreign companies, the 'establishment date' in the registry is filled almost entirely (99%) with the corporate number assignment date. This date refers to when existing registrations were collectively numbered at the start of the corporate number system in 2015, not the actual year the company entered Japan. The '2015 peak' mentioned later should be interpreted with this bulk processing at the system's launch in mind.

2. 1,996 Companies at One Kasumigaseki Address: Concentration of 'Registration Hosting' Function

When foreign company registered addresses are grouped by identical notation and ranked by frequency, a striking number appears at the top. At Tokyo Club Building, 3-2-6 Kasumigaseki, Chiyoda-ku, Tokyo, 1,996 foreign companies are registered after consolidating address variations. This means 10% of all foreign companies in Japan are concentrated at this single address.

The company names at this address show clear patterns. 300 companies include 'underwriting' in their name, 756 include 'LLP,' and many include 'capital.' This suggests that underwriting syndicates and related entities forming Lloyd's of London, the insurance market, are placing their Japanese operational windows at the same address (Lloyd's Japanese hub). Since each entity registers independently as a separate underwriting body, the number of companies inflates.

Chronologically, 1,742 of these 1,996 companies are dated 2015. As discussed in the previous section, regarding the bulk processing at the start of the corporate number system, it is more natural to interpret this as 'existing registrations being collectively numbered in 2015' rather than 'all arriving simultaneously in 2015.'

Concentration is not limited to Kasumigaseki. In the Marunouchi area of the same Chiyoda Ward, addresses sharing names of accounting firms or trust and asset management company buildings also appear. The registered addresses of foreign companies often do not reflect their actual workplaces but rather the addresses of agents or hosts in Japan. Thus, the concentration of addresses reflects not geographical clustering but the concentration of 'registration hosting' functions.

3. 48% of Companies Cannot Be Located Domestically from Prefecture Field

When aggregating foreign company addresses by prefecture, 10,436 companies have prefecture names listed, while the remaining 9,507 companies (48% of the total) have blank prefecture fields. These companies cannot have their domestic locations determined from the prefecture field, suggesting their overseas headquarters addresses are recorded. Company name trends also appear. 3,372 companies include 'youxiangongsi' (meaning 'limited company' in Chinese Romanization), and 422 include the commonly used Indian corporate notation 'private limited.'

Thus, foreign company registrations are largely divided into two groups: companies with a host address in Japan (concentrated in urban buildings) and companies whose overseas headquarters addresses appear to be recorded, with the latter group accounting for nearly half. It is common practice in foreign company registration for the prefecture field to be left blank, and this is unrelated to the existence of a physical entity.

4. The 2023 Peak of 5,007 Companies: Overlaps with the Group Appearing to Be Overseas-Based

When foreign companies are plotted by year, two peaks emerge. One is the system-driven peak in 2015, and the other is in 2023 with 5,007 companies, a size comparable to 2015.
