Project Overview

"Submarine cables" are critical infrastructure supporting 99% of intercontinental international communications. They are the "information superhighway" indispensable for everything from video streaming and cloud services to international remittances, financial transactions, and even emergency communications.

The global market size for submarine cables has grown from approximately 300 billion yen to 500 billion yen in recent years and is projected to expand further. This growth is driven by the surging demand for new submarine cable installations due to the widespread adoption of generative AI, the rapid expansion of data center usage, and the development of networks in emerging countries. Furthermore, in recent years, hyperscalers (major tech companies) have increasingly operated large-scale data centers themselves, handling enormous amounts of data daily for AI development and service operations, leading to a higher demand for high-capacity circuits.

Amidst this, countries like the United States and France are strengthening direct support for their domestic companies, led by their governments. From a national security perspective, securing domestic submarine cable laying capacity is prioritized, accelerating national investment. The Japanese government has also designated submarine cables as a "top priority area for digital infrastructure development." The goal is to increase Japan's global market share in cable laying from the current slightly over 20% to 35% by 2030. To maintain national strength and ensure a resilient communication network autonomously even during disasters, the policy focuses on promoting domestic investment and multi-route cable systems. The development and stable operation of submarine cables are estimated to have an economic ripple effect of up to 23 trillion yen in Japan.

NEC plays a crucial role in achieving these national goals. The submarine cable market has high barriers to entry, with the top three companies holding about 90% of the global market share. NEC is one of these key players and is the only company in Japan, and extremely rare globally, to have established itself as a "total supplier." It has built a system capable of providing end-to-end services from route planning and design to equipment manufacturing and laying, having laid approximately 11 times the circumference of the Earth (about 450,000 km) of submarine cables to date, supporting global communications.

This capability is enabled by its world-class technological prowess. Submarine cables possess characteristics of high capacity, high reliability, and low latency, and their installation requires extremely advanced technology. This includes the durability design of repeaters that operate for over 20 years under ultra-high pressure environments at depths of 8,000 meters, and ultra-long-distance high-capacity transmission technology that spans the Pacific Ocean. NEC has been developing and commercializing these technologies for over half a century. In recent years, its submarine cables have been adopted for Meta's transatlantic cable project, the world's largest capacity, further increasing its global presence.

Against this backdrop, with the support of government initiatives and policies, NEC has decided to make a massive investment in its submarine cable business over the five years from fiscal year 2026 to fiscal year 2030. This is to respond to the global demand expansion and to protect Japan's core infrastructure. The aim is to secure an expanded global market share by promoting business expansion and market development, particularly in the Asia-Pacific region, and by securing its own cable-laying vessels.

To ensure the success of this large-scale investment and strengthen global communication infrastructure, a diverse range of specialized talent is essential. The international environment surrounding Japan is changing at an unprecedented speed, and our nation's diplomatic challenges are increasing and becoming more complex, including in new areas. The Ministry of Foreign Affairs seeks individuals with extensive practical experience and diverse backgrounds, and is strengthening its recruitment of experienced professionals.

From this perspective, in FY2023, we launched the Ministry of Foreign Affairs' unique recruitment examination for experienced professionals equivalent to general service positions. Furthermore, starting this year, the examination equivalent to foreign service professional positions, commonly known as secretary-level positions, will also be changed from recruitment through the National Personnel Authority to the Ministry of Foreign Affairs' unique recruitment process. As a result of reviewing the selection process, it now involves an initial document screening and online interviews, followed by in-person interviews. This makes it easier for those who find it difficult to visit examination venues multiple times, such as those on overseas assignments or residing in different regions, to apply.
