Renet Japan Group Co., Ltd. (Headquarters: Nagoya City, Aichi Prefecture, President and CEO: Takeshi Kuroda) is pleased to announce the establishment of a new group company, Renet Japan Global HR Co., Ltd. (Headquarters: Minato-ku, Tokyo, President and CEO: Takuji Miyazaki, hereinafter referred to as "our company"), on July 1, 2026, with the aim of strengthening its overseas HR business.
Our company aims to solve the social issue of severe labor shortages in the nursing care sector in Japan, particularly in the "home-visit nursing care field," where demand is expected to further increase. We will develop a unique business model that provides foreign technical intern trainees sent to Japan with practical experience opportunities utilizing the social care business (group homes for people with disabilities) operated by our group, and then train and produce them as personnel capable of working in the home-visit nursing care field.
*Our company will be a wholly-owned subsidiary under RJ Social Care & HR Group Co., Ltd., which is a wholly-owned subsidiary of Renet Japan Group Co., Ltd. and oversees the social care business and overseas HR business.
Social Issues and Background of New Company Establishment
As Japan's aging population progresses, the demand for nursing care services increases year by year. The government aims to realize a society where the elderly can continue to live in their familiar communities and homes through the promotion of community-based integrated care systems. Under such policies, the importance of home-visit nursing care services that support care at home is expected to further increase in the future.
On the other hand, securing nursing care personnel is becoming increasingly difficult each year due to the decrease in the working-age population caused by the declining birthrate and aging population. According to the Ministry of Health, Labour and Welfare, it is estimated that approximately 2.72 million nursing care workers will be needed in fiscal year 2040, an increase of about 570,000 workers compared to fiscal year 2022. Home-visit nursing care, in particular, is a nationwide issue that is susceptible to labor shortages. In response to this situation, our company will challenge the creation of a new system that contributes to resolving Japan's nursing care labor shortage while creating opportunities for foreign human resources to thrive.
Unique Human Resource Development Model Aimed for by Our Company
For foreign technical intern trainees in "nursing care," it has become possible to engage in home-visit nursing care from April 2025, in addition to facility care. However, foreign technical intern trainees must meet certain requirements, such as "having at least one year of practical experience at a nursing care facility, etc.," to engage in home-visit nursing care. Therefore, for businesses that only operate home-visit nursing care, it is difficult to provide the environment within their own companies for foreign human resources to gain the necessary experience, which has become a barrier to utilizing foreign human resources.
Our group operates a social care business that runs group homes for people with disabilities, and can provide foreign human resources with a place to gain practical experience. Our company will leverage this group synergy to build the following human resource development model.
Through this system, we will achieve a stable supply of human resources in the nursing care and welfare fields, while also providing foreign human resources with opportunities for career advancement.
Comments from Takuji Miyazaki, President and CEO of Renet Japan Global HR
The nursing care and welfare industry in Japan is facing a labor shortage of unprecedented scale. Home-visit nursing care, in particular, is essential infrastructure for the elderly to continue living in their familiar communities and homes, yet it is extremely difficult to secure personnel. We aim to address this social issue by building a system that comprehensively supports foreign human resources, from training and career development to their active participation in the local community, rather than simply introducing personnel.
In Renet Japan Group's overseas business, we have had difficult experiences, such as withdrawing from the financial business in Cambodia in the past. Drawing on that experience, we see great potential in addressing the needs of home-visit nursing care as a business that combines both social significance and business viability.
By contributing to the resolution of Japan's nursing care labor shortage and promoting an environment where foreign human resources can grow and build long-term careers in Japan, we will provide value to both users of nursing care services and those who work in the field.
