Hokuriku Bank, Ltd. (Head Office: Toyama City, Toyama Prefecture; President and CEO: Hiroshi Nakazawa; hereinafter 'Hokuriku Bank'), a member of the Hokuhoku Financial Group, and Decurret DCP, Inc. (Head Office: Chiyoda-ku, Tokyo; Representative Director, President & COO: Keihei Hirako; hereinafter 'Decurret DCP'), have signed a basic agreement regarding the joint exploration of digital currency payment services (hereinafter 'the project') utilizing the 'DCJPY Network' provided by Decurret DCP.

The two companies will jointly advance the enhancement of payment infrastructure and the digital transformation (DX) of regional economies, targeting the launch of services by fiscal 2027.

Background and Objectives

Accelerating the enhancement of financial infrastructure and digital transformation is an urgent challenge for the sustainable development of regional economies. In particular, establishing accurate and efficient fund transfer and payment systems for corporate settlements and salary disbursements directly contributes to building essential social infrastructure for local businesses and residents.

This project aims to maximize the use of 'tokenized deposits'*1—digitized bank deposits—to reduce administrative burdens in traditional remittance operations, improve convenience within specific commercial districts, and contribute to enhancing regional economic productivity.

Main Areas of Joint Examination

The two companies will conduct detailed discussions on the following items and formulate a roadmap toward commercialization by fiscal 2027.

(1) Development of Business Models and Use Cases

Selection of concrete commercialization scenarios, including B2B payments domestically and internationally, salary disbursements using digital currency, and regional currency usage within specific commercial zones.

(2) System Integration and Technical Specifications

API integration between the DCJPY Network and Hokuriku Bank’s core banking systems (accounting systems, etc.), along with defining high-level security requirements.

(3) Roadmap for Commercialization

Formulation of a rollout schedule targeting service launch by fiscal 2027.

Future Outlook

Through this project, the two companies aim to accelerate the construction of a digital ecosystem involving regional enterprises.

By organically integrating Hokuriku Bank’s regionally rooted financial network with Decurret DCP’s cutting-edge digital currency platform technology, the realization of this project will help build next-generation financial infrastructure and contribute to sustainable economic development.
