Overview of "minnect Application Management" Automated Review Function

The latest version realizes advanced automated review functions that automatically analyze attached documents such as proof of employment and health insurance cards using generative AI and cross-reference them with application details. Furthermore, by adopting Dentsu Soken's low-code development platform "iPLAss," an environment has been created where municipal staff can set and customize their own review rules using no-code on the screen, without relying on engineers from the development vendor.

Background

Currently, while local governments are advancing the online processing of various procedures through the "Standardization and Unification of Core Business Systems for Local Governments" promoted by the Digital Agency, the expansion of back-office operations for reviewing and approving submitted applications has become a new challenge. Traditional automated review systems primarily focused on cross-referencing data registered in core systems such as the Basic Resident Register. However, applications from non-residents (corporations, commuters from outside the area, etc.) and visual confirmation of attached documents (certificates, etc.) still relied heavily on manual work by many staff members.

To solve these challenges, Dentsu Soken has developed Ver3.5 of "minnect Application Management," which minimizes visual review by integrating technologies such as generative AI and low-code development.

1. Enhanced Automated Review Function through Analysis of Attached Documents Using Generative AI [Patent Pending]

Generative AI高度ly analyzes PDF and image data of attached documents such as proof of employment, resident records, and health insurance cards submitted with applications, and extracts necessary text data. The system automatically cross-references the extracted data with items directly entered in the application form to complete formal review. Since the items to be extracted from attached documents can be flexibly set for each procedure, it can handle a wide variety of attached documents. This significantly reduces the confirmation work that previously had to be done visually.

2. No-Code Setting and In-House Development of Review Rules

Dentsu Soken's low-code development platform "iPLAss" has been fully applied as the development foundation for the automated review engine. Utilizing this platform, an advanced rule-setting environment that municipal staff can operate intuitively has been built. This enables staff to add and modify review logic, which previously required requests to engineers from the development vendor, themselves using no-code.

3. Expansion of Comparison Targets for Municipal-Specific Data in Review Operations

In addition to traditional resident data, data managed independently by municipalities can now be registered and uploaded in advance as comparison targets for formal review. This allows for automatic cross-referencing and review decisions with off-balance sheet data, such as applications for companies and corporations not managed in the core system.

4. Correction of AI-OCR Analysis Results and Improvement of Recognition Accuracy

A mechanism has been introduced where generative AI double-checks the analysis results in the AI-OCR function, which performs batch uploads of PDFs scanned from paper applications via drag-and-drop. This significantly improves character recognition accuracy and minimizes the need for manual correction by humans.
