As the market size of digital advertising surpasses that of the four mass media (newspapers, magazines, radio, and television) and becomes the mainstream advertising medium, there is an increase in suspected unfair advertisements online, such as false/exaggerated claims, misleading representations of superiority or benefits, and indications that are difficult for general consumers to distinguish as advertisements (stealth marketing).

Allowing such advertisements to persist may hinder the rational and voluntary choices of general consumers and significantly harm their interests. Furthermore, some of these advertisements promote effects related to health maintenance and promotion that are not necessarily scientifically proven, creating expectations of such effects. Against this backdrop, prompt action under the Health Promotion Act and the Act on Specified Commercial Transactions is required.

In response to this situation, the Consumer Affairs Agency, based on the Health Promotion Act and the Act on Specified Commercial Transactions, publicly solicited this project to systematize, streamline, and strengthen the monitoring system for digital advertisements on the internet. As a result of competitive bidding, e-guardian was awarded the contract for the "Internet Digital Advertising Monitoring Services for Fiscal Year 2026."

This project will involve monitoring digital advertisements on internet shopping malls and business operator websites. We will search for and extract indications that may violate the Health Promotion Act and the Act on Specified Commercial Transactions, thereby contributing to the monitoring system.
