Embloom Inc. (Headquarters: Shibuya-ku, Tokyo / CEO: Keita Nakagawara) has been selected for the 3rd cohort of the 'Aoyama Startup Acceleration Center (ASAC)' acceleration program (pre-seed program), hosted by the Tokyo Metropolitan Government. Out of 153 applications, only 10 companies were selected. Through the short-term, intensive support program running from July to September 2026, the company will accelerate the practical implementation and business growth of 'Embloom,' an AI-powered service that supports document review for foreign workers' residency status applications.

About the ASAC Pre-Seed Program

The Aoyama Startup Acceleration Center (ASAC) is a support hub established by the Tokyo Metropolitan Government to cultivate world-leading companies originating from Tokyo. The pre-seed program is a short-term, intensive development program targeting entrepreneurs working in fields that address policy challenges or areas where venture capitalists are hesitant to invest.

For this third cohort, 10 companies were selected from 153 applications. Our company was selected as an 'AI service for verifying document authenticity and consistency in residency applications.'

Background of Selection

The number of foreign workers in Japan has reached a record high of 2.57 million (based on notifications summarized by the Ministry of Health, Labour and Welfare as of October 2025), and the acceptance of foreign talent continues to expand. However, document verification for residency applications still relies primarily on manual inspection. Staff must cross-check multiple types of documents one by one, sometimes spending several hours per application. Structural challenges remain, including staff burden, subjective judgment, and difficulty detecting increasingly sophisticated forgeries. Our proactive approach to solving these social issues contributed to our selection.

'Embloom' cross-references multiple documents to identify inconsistencies and potential fraud, and prepares documents for submission. Insights are presented as recommendations such as 'review suggested,' and the AI does not make definitive conclusions. Final decisions remain with human staff, as before.

We are currently advancing development and pilot testing, with service launch planned in the near future. For details about the service and recruitment of pilot partners, please refer to our press release 'Embloom Launches Pilot Partner Recruitment for AI-Powered Visa Document Review Service for Foreign Workers' (issued June 30, 2026).

Activities in the Program

From July to September 2026, with expert mentoring and business validation support, we will focus on the following:

- Improving verification accuracy and usability through validation with pilot partners - Product development toward beta version launch - Expanding collaboration with businesses involved in foreign talent acceptance

CEO Statement

'Document review for foreign talent acceptance is socially critical, yet technology has not sufficiently reached this field until now. Tokyo's program specifically targets startups tackling such areas, and we are deeply encouraged by our selection. Through this program, we will accelerate practical implementation and deliver truly usable solutions to frontline professionals.' (Keita Nakagawara, CEO)
