Eole Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Yugo Takino; hereinafter referred to as "Eole") has announced that it has signed a basic agreement for a business alliance with Shin Energy Development Co., Ltd. (Headquarters: Numata City, Gunma Prefecture; Representative Director: Shinya Takahashi; hereinafter referred to as "Shin Energy Development") to jointly promote the development of large-scale 100MW-class AI data centers and power infrastructure in the western Japan region.

Background and Objectives of the Business Alliance

Eole is transforming its business from internet media to an "AI Data Center Business," which serves as the foundation for operating AI, starting with a management system overhaul in June 2025. This business focuses on constructing data centers specialized for the inference process that supports the computational resources essential for providing and operating AI services, as well as selling inference GPU servers. In just one year, through collaboration with partner companies, Eole has established an operational infrastructure for approximately 5,000 inference GPU chips, achieving an estimated 12-13% share in the domestic supply of inference GPU servers deployed in major data centers. Furthermore, as part of its initiative to build a nationwide distributed AIDC (AI Data Center) network aimed at enhancing disaster resilience and dispersing power load, Eole is participating in investments for the construction of new inference data centers in Futaba Town, Fukushima Prefecture (scheduled completion end of 2026) and Satsumasendai City, Kagoshima Prefecture (scheduled completion mid-2027), driving further business expansion.

However, further expansion of the "AI Data Center Business" necessitates securing vast amounts of electricity and accelerating site development. Eole is confident that collaborating with Shin Energy Development, which possesses extensive expertise in the development and operation consulting of biomass power plants—a clean energy source with low environmental impact—will strongly support the acceleration of Eole's AI data center development, leading to this alliance.

Through this alliance, Eole aims to further accelerate the growth of its "AI Data Center Business," promote the advancement of AI technology from the infrastructure layer, and establish a structure that contributes to sustainable economic development accompanying the spread of AI and the return of profits to Japan.

Main Contents of the Business Alliance

Yugo Takino

President and CEO, Eole Inc.

I am extremely pleased to have reached a basic agreement for a business alliance with Shin Energy Development Co., Ltd. for the development of 100MW-class large-scale AI data centers and power infrastructure in the western Japan region.

Currently, AI is spreading worldwide, and a new "AI economic zone" is rapidly being formed. On the other hand, in Japan, a structure is becoming established where the cost of computational resources flows overseas as AI usage increases, and the "digital deficit" experienced with cloud services is about to be replicated with AI. The key to changing this structure is to secure domestically what cannot be moved across borders within AI infrastructure—namely, electricity, land, and places where data resides. This initiative addresses the upstream elements of power sources and locations, and we position it as a step towards creating a structure where the value generated by AI returns to Japan, in collaboration with global partners.

By combining Shin Energy Development's deep expertise in the energy sector with Eole's know-how in AI infrastructure construction, we will embody Eole's core strategy of providing AI resources that can compete globally by leveraging Japan's strength of "stable electricity," and create next-generation infrastructure from western Japan that supports Japan's AI society.
