Under the 'Tokyo AI Strategy' established in July 2025, the Tokyo Metropolitan Government (TMG) is promoting the utilization of AI in collaboration with various entities, including universities and research institutions, to drive joint research and development.

While general-purpose large language models (LLMs) are rapidly evolving and widely used across various fields, administrative tasks often involve technical terminology from laws and government documents, making them susceptible to 'hallucinations' (factually incorrect answers). Since administration directly affects citizens' rights and obligations and requires accountability, TMG needs highly transparent AI models that can demonstrate the basis of their answers and judgment processes, allowing for error verification and correction to earn public trust.

Therefore, the 'Project for Construction and Verification of Administration-Specific Domestic AI Model in Collaboration with Universities, etc.' aims to build a domestic AI model specialized in administrative knowledge under a safely and effectively managed environment, ensuring accuracy and transparency.

TMG and GovTech Tokyo are now jointly recruiting research institutions such as universities to participate in this joint research effort.

### Recruitment Overview We are seeking research institutions with the necessary AI expertise to build and verify a domestic AI model trained on administrative laws and specialized knowledge, specifically designed to support government operations.

* **Eligible Entities:** Universities (including graduate schools and technical colleges) or their affiliated research institutions (one entity to be selected). * **Agreement Period:** From the date of agreement (around July 2026) to March 31, 2028. * **Budget:** Up to 110 million JPY for FY2026 (FY2027 costs to be determined later based on outcomes).

### Main Roles * **Research Institutions:** Provide AI expertise and support the construction and verification in collaboration with GovTech Tokyo. * **Tokyo Metropolitan Government:** Overall coordination, selection of target administrative fields, and provision of administrative data. * **GovTech Tokyo:** Construction of the AI model, project management, and system integration with the generative AI platform 'A1'.

### Future Schedule * **Application Period:** May 18, 2026, to June 12, 2026 (Noon). * **Declaration of Intent:** May 18, 2026, to June 1, 2026 (Noon). * **Notification of Selection:** Late June 2026. * **Agreement Execution:** Late June to early July 2026.
