HoloLab Inc. (Headquarters: Shinagawa-ku, Tokyo; CEO: Kaoru Nakamura; hereinafter "HoloLab") will hold a total of four citizen participation urban development workshops, hosted by Sayama City (Mayor: Tsuyoshi Kotsunoya) and in cooperation with Regional Design Lab Saitama Inc. (Headquarters: Urawa-ku, Saitama City, Saitama Prefecture; President: Takafumi Sonoda; hereinafter "Labo Tama"), starting in July 2026.
This workshop aims to create opportunities for citizens to think about the future vision of their city while experiencing it, by utilizing the 3D city model from the urban development DX initiative "PLATEAU" promoted by the Ministry of Land, Infrastructure, Transport and Tourism, and the XR digital twin platform "torinome".
Background and Objectives
Sayama City is promoting urban development in collaboration with its citizens to realize its future urban vision of "Sayama: A City Where People Can Continue to Live Richly." However, it has been challenging to concretely imagine the future vision of the city using only words and flat diagrams, making it difficult to encourage broad citizen participation.
In fiscal year 2025, 3D city models for Saitama Prefecture were developed under the PLATEAU project, establishing the foundation for urban development utilizing digital twins in Sayama City. This initiative combines PLATEAU's 3D city model with "torinome," developed and provided by HoloLab, to create an environment where anyone can intuitively experience and discuss the future vision of the city without specialized knowledge. The goal is to create a space where citizens can feel a sense of ownership towards their city and participate in urban development decision-making.
Experiential Event (Sainokuni Marche)
Prior to recruiting workshop participants, an experiential event for citizens was held on May 31, 2026 (Sun) at the Sayama City booth during the "Sainokuni Marche ~Sayama City Style~" held at the Sayama City Station West Exit Citizen Plaza. Three content offerings were provided on the day, allowing visitors of all ages, from children to adults, to experience 3D city models and XR technology.

Workshop Overview
