Background of Implementation

Since 2024, Nagano-machi has utilized engagement surveys to quantitatively understand its organizational state and has been working on continuous organizational improvement. The surveys revealed that while employees are sincerely committed to their work, their focus remains primarily on daily tasks, leaving insufficient time to reflect on the town’s future or the ideal organizational structure.

In response to these challenges, the company has supported Nagano-machi in formulating an organizational strategy to strengthen organizational and human resource capabilities toward achieving its comprehensive plan. This supervisor-selection leadership training is one of the concrete initiatives executed based on that strategy.

About the Supervisor-Selection Leadership Training

This training is not merely a one-off workshop but a continuous program designed to increase proactive actions toward the comprehensive plan and foster autonomous leadership among supervisors who serve as the core of organizational operations.

First, through kickoff programs and 360-degree surveys, the program identifies expectations from colleagues within the organization toward the supervisory layer. Then, instructors provide coaching-style support, walking alongside participants to deepen their learning and enabling each individual to exercise leadership by working backward from their “ideal state.”

Additionally, the program clearly defines the roles and expectations of supervisors, helping participants concretely understand their responsibilities. Furthermore, by utilizing a follow-up system after training—managing progress, establishing support mechanisms, and making necessary course corrections—the program emphasizes practical application and sustained behavioral change in the workplace, going beyond mere knowledge acquisition.

The first session was held in person, with five supervisors participating. Participants shared feedback such as, “I was able to verbalize things I’ve been aware of in daily work, leading to new insights.”

The program will continue with one to two sessions per month. Over the course of six sessions, it will support supervisors in practicing and reflecting on their roles, aiming to solidify role fulfillment and behavioral transformation.

It is crucial not only to visualize organizational conditions through engagement surveys but also to formulate organizational strategies by working backward from the desired future state and translate them into practical, context-specific initiatives. Moreover, after implementing these initiatives, continuous practice and reflection in the field are necessary to drive organizational change.
