Legal Obligation of Reasonable Accommodation and Changing Landscape of Deaf/Hard-of-Hearing Employment In April 2024, the Act on Elimination of Discrimination against Persons with Disabilities was amended, legally mandating private companies to provide reasonable accommodations. Additionally, the statutory employment rate for private companies will gradually increase to 2.5% in April 2024 and 2.7% by July 2026. As a result, companies engaging in disability employment are now expected to go beyond hiring—they must also establish inclusive onboarding processes and workplace support systems. Amid these changes, many HR and D&I professionals struggle with questions like, "What qualifies as reasonable accommodation?" and "How far should we go to meet these requirements?"
