Located on the top floor of the hotel overlooking Lake Toya and Uchiura Bay (Uchiura Bay), "ciel et nuage (Ciel et Nuage)" is a sky-high restaurant where guests can enjoy Hokkaido's magnificent nature, which changes its expression from morning to evening.

From early summer to summer, a sea of clouds spreads out, and the clear blue sky, the lake surface dyed by the morning sun, and the ever-changing seasonal scenery captivate visitors. We offer a special time that can only be experienced here, along with Windsor's signature cuisine.

"ciel et nuage" means "sky and clouds" in French.

With its location close to the sky, overlooking Lake Toya below, we named it with the sentiment of "the restaurant closest to the sky." The blue sky spreading beyond the windows, the slowly drifting clouds, the lake surface shimmering in the morning sun. The Birth Story of Sky Restaurant "ciel et nuage"

"ciel et nuage" was born as part of an in-house restaurant reconstruction project.

Through repeated tasting sessions and menu development by chefs, and through cocktail competitions, all staff members polished their ideas. The restaurant design, table layout, customer viewpoints, and traffic flow were repeatedly discussed with architectural and design staff. What all involved staff aimed for was "a special that is not too special."

A restaurant you'll want to visit for important anniversaries and casual holidays alike.

With that sentiment, the new sky restaurant "ciel et nuage" will be completed in August 2026.

Opened in June 2002. Located on a mountaintop overlooking Lake Toya and the Pacific Ocean's Uchiura Bay, its 360-degree panoramic location offers guests immense inspiration. As a deluxe resort, its comprehensive facilities were the only ones to receive a 5-star rating in the Michelin Guide 2017 Hokkaido Edition.

The hotel features various dining facilities, including "Windsor Out of Africa," which received one star from the same guide, as well as a spa, indoor pool, on-site golf course and ski resort for outdoor activities, shops, and wedding facilities, allowing guests to fully enjoy their resort stay. In 2008, it hosted world leaders as the main venue and accommodation for the Hokkaido Toyako Summit.
