The artificial intelligence (AI) chip race is intensifying, with South Korea's memory giants Samsung Electronics and SK Hynix (SKHY-US) firmly controlling the upstream of the global AI server supply chain through their high-bandwidth memory (HBM) technology, collectively holding over 80% market share. However, industry analysts warn that despite South Korea's solid position as a 'hardware foundry,' its severe absence in GPU design and large language model software ecosystems may prevent it from escaping the industrial fate of 'working for others.'
Current AI computing architecture relies on GPUs for processing, HBM for data transfer, combined with general memory, advanced packaging, and wafer fabrication to form a complete supply chain. Currently, only three companies globally—Samsung, SK Hynix, and Micron Technology (MU-US)—possess HBM mass production capabilities.
In this race, SK Hynix has adopted a 'single-point breakthrough' strategy. Since co-developing the first HBM with AMD in 2013, the company has maintained massive R&D investments even during industry downturns.
In February this year, SK Hynix became the first globally to mass-produce the fourth-generation HBM4, doubling bandwidth and improving energy efficiency by 40%, securing over two-thirds of NVIDIA's next-generation Vera Rubin platform orders.
In the first quarter, SK Hynix's high-end HBM market share surged to 90%, driving overall HBM revenue to more than double year-on-year, with gross margins approaching 80%.
In contrast, Samsung Electronics is pursuing a 'full industrial chain integration' strategy, expanding beyond memory into wafer fabrication, advanced packaging, end-use chips, and display panels.
Samsung also completed HBM4 mass production this year and became the first globally to ship 12-layer HBM4E samples, securing exclusive orders for OpenAI's Titan chip, breaking SK Hynix's long-standing monopoly on high-end clients.
Analysts argue that the duopoly's advantage stems not only from technological leadership but also from national-level long-term investment. The South Korean government has designated AI memory chips as a national security-level strategic industry, launching a ten-year, approximately 21 trillion JPY (over 200 trillion KRW) semiconductor investment plan. Samsung and SK Hynix are each contributing over 200 trillion KRW to accelerate the construction of wafer fabs and advanced packaging clusters, significantly ahead of original schedules.
Beyond funding, decades of accumulated process know-how, a complete domestic materials supply chain, and a deep semiconductor talent pool create formidable barriers to entry for latecomers.
Lacking the 'Brain' and 'Soul': South Korea's Risk of Being Trapped in a Contract Manufacturing Fate
However, behind the hardware strength lies structural vulnerabilities in South Korea's AI industry.
First, the gap in autonomous general-purpose computing chips: domestic large language model companies like Naver and Upstage rely entirely on NVIDIA's high-end GPUs for model training, lacking competitive general training chips comparable to NVIDIA (NVDA-US) or AMD (AMD-US), leaving computational core control entirely in U.S. hands.
Second, the absence of a software ecosystem and native large models is even more critical. Most South Korean AI applications remain consumer-grade lightweight products, with no domestic general-purpose foundation model rivaling international top-tier large language models. Most firms depend on open-source frameworks for secondary development, limiting original technological strength.
Although patent filings rank among the highest globally, actual citation rates remain low, reflecting weak commercialization of technology.
Moreover, the industry's over-concentration in memory and heavy reliance on overseas clients like NVIDIA, Google (GOOGL-US), and Microsoft (MSFT-US) pose immediate risks. Geopolitical shifts—such as tightened U.S. export controls or Micron expanding capacity to capture market share—could severely impact South Korea's AI hardware sector.
Upstream key equipment, such as extreme ultraviolet (EUV) lithography machines, is entirely dependent on the Dutch firm ASML (ASML-US), limiting supply chain autonomy.
Overall, analysts believe the Korean duopoly will remain central to the global AI memory supply chain in the short term, serving as indispensable suppliers for data center construction.
However, constrained by inherent weaknesses in chip design, software ecosystems, and foundational frameworks, South Korea is unlikely to rise to the level of full-stack AI powers like the U.S. or China. Its long-term role will likely solidify as a core global supplier of high-end and general memory.
In other words, while South Korea's semiconductor industry controls the 'data superhighway' essential for AI computing, it lacks the 'brain' and 'soul' to drive the ecosystem. Within the global AI industrial division, South Korea is destined to remain a top-tier hardware supplier, not a rule-maker.
