The long-anticipated site selection for the New Taipei Dome was officially finalized today (22). New Taipei City Mayor Hou You-yi announced that, following a two-phase scientific assessment and careful evaluation by interdisciplinary experts and scholars, the Shulin Ji-5 surrounding area has been selected as the optimal construction site due to its relative advantages.
The New Taipei City Government emphasized that the future New Taipei Dome will be developed into an international-grade, large-scale, multi-functional venue capable of accommodating 50,000 seats, driving comprehensive development in the Greater Shulin area and advancing the formation of New Taipei’s fourth urban center. The final shortlisted locations for the New Taipei Dome included Ban-Shu Sports Hall, Shulin Dagan Garden, and the Shulin Ji-5 surrounding area, with the latter ultimately selected.
Regarding the site selection, the New Taipei City Government stated that to ensure the credibility of this major infrastructure project, a highly rigorous two-phase evaluation process was conducted. In the first phase in 2025, the city established an evaluation model comprising five core elements—site conditions, supporting facilities, environmental constraints, transportation integration, and external environment—and 12 indicators, assessing six potential sites within its jurisdiction: Shulin Dagan Garden, Sanxia Maiziyuan, Tucheng Detention Center, Shulin Ji-5 surrounding area, Ban-Shu Sports Hall, and Danhai Phase II. After eliminating sites with inherent limitations such as difficult land acquisition, irregular plot shapes, or severely insufficient rail transport capacity, the Shulin Ji-5 surrounding area and Danhai Phase II emerged as the top two and advanced to the second phase.
In the second phase, a more rigorous evaluation framework was established, encompassing three major dimensions—environmental conditions, transportation conditions, and sustainable development—seven categories, and a total of 26 professional evaluation indicators. The city expanded its panel to include 23 interdisciplinary experts and scholars. Ultimately, the Shulin Ji-5 surrounding site achieved strong consensus among industry, government, and academia, outperforming in 18 of the 26 evaluation indicators, and was formally confirmed as the optimal construction site for the New Taipei Dome.
The New Taipei City Government noted that the “Shulin Ji-5 surrounding” site is adjacent to the LG18 station of the Tucheng-Shulin MRT line (with a capacity of up to 28,000 people per hour) and close to expressways such as Provincial Highway No. 65 and National Freeway No. 3. It takes only 20 minutes to reach Banqiao Station and 35 minutes to Taipei Main Station, establishing a highly accessible external transportation network that provides strong logistical support for post-event dispersal. Professor Lo Hsiao-hsien, former professor of the Department of Transportation Management at Tamkang University, stated: “With three-dimensional pedestrian-vehicle separation design, transportation efficiency and overall resilience during large-scale events will be significantly enhanced.” The site integrates MRT and TRA rail networks, forming a dual-rail system, and leverages the surrounding elevated terrain to implement three-dimensional traffic separation, effectively preventing the interweaving of shuttle buses and commuter traffic.
