In conjunction with the 2026 Urban Resilience (air defense) drill, mobile network throttling exercises will be conducted for the first time this year. The Taiwan Railways Administration (TRA) reminded passengers on the 28th that during drills in northern and central regions, users of the TRA e-Ticketing App may experience slower login, ticket purchase, or e-ticket download speeds. Passengers are advised to complete ticket purchases and download e-tickets in advance to avoid disruptions to travel plans.
The Urban Resilience drill will be conducted in four phases: Southern Taiwan from 10:00 to 10:30 on August 7; Central Taiwan from 14:30 to 15:00 on August 10; Eastern Taiwan from 13:30 to 14:00 on August 12; and Northern Taiwan from 14:30 to 15:00 on August 13. Each session will last 30 minutes and include practical drills such as alarm transmission, evacuation procedures, traffic control, and other necessary measures.
During the drills in central Taiwan (August 10) and northern Taiwan (August 13), mobile network throttling exercises will be conducted simultaneously. Some passengers may experience delays or temporary failures when connecting to the TRA booking app via mobile networks, particularly during login, identity verification, e-ticket downloads, or online ticket changes/refunds.
TRA emphasized that all train services will operate normally during the drills, and station ticketing counters and entry/exit gates will remain fully operational. However, in coordination with the air defense drills, passengers disembarking and those being picked up should follow instructions from police, military police, and civil defense personnel for evacuation. Passengers boarding trains are advised to arrive at stations earlier than usual to avoid disruptions to their travel schedules.
To mitigate the impact of mobile network throttling, TRA recommends that passengers complete ticket purchases in advance and download e-tickets (QR codes) or collect physical tickets before travel. Passengers who have not yet purchased tickets may visit station ticket counters, multi-function automatic ticket machines, or convenience stores. Passengers who have already downloaded e-tickets can use QR codes for normal entry and exit. In case of scanning issues, station staff will assist with manual verification. For ticket refunds or changes, if operations cannot be completed on the app due to network slowdowns, passengers may complete the process after network restoration or visit station counters.
TRA reminded passengers that those whose travel plans are delayed due to compliance with the air defense drills may transfer to other train services or apply for refunds without any handling fees. The company pledged to provide necessary services and protect passenger rights.
