New Taipei City Government is relocating approximately 3,000 municipal employees from Banqiao to the Second Administrative Center in Sanchong by the end of this year, drawing attention from homebuyers interested in nearby MRT-accessible properties. In response, Hsiang Lin (5531-TW) plans to launch its fifth new development in Xinzhuang's Hongfu section.

Real estate analysts highlight that Touqianzhuang Station in Xinzhuang serves as a core interchange between the New Taipei Circular Line and the Zhonghe-Luzhou MRT Line. For dual-income families commuting across Taipei and New Taipei, this area offers the lowest time-cost golden transfer point, coupled with mature living amenities.

Hsiang Lin, having already launched four projects in Xinzhuang, sees strong potential in the region. The company’s designs and shared facilities have been well-received by residents. In Q3 2023, it will unveil its fifth project in the Hongfu segment. The site spans 1,004 ping and will feature a 24-story above-ground, 5-story underground SRC steel-frame high-rise. Located near Xinzhuang Sports Park and just 650 meters (8-minute walk) from Touqianzhuang MRT Station, the development aims to capture the residential migration wave driven by the new administrative center.

Lai Cheng-yi, Chairman of Hsiang Lin Group and Honorary Chairman of the Commercial Council, stated on the 28th that Xinzhuang’s population of 420,000 makes it the second-largest administrative district in New Taipei. The Xinzhuang Deputy City Center, Banqiao’s New Banqiao Special Zone, and the Second Administrative Center form the city’s golden triangle. Together with the New Taipei Industrial Park and Xinzhuang Knowledge Industry Park, which host 36,000 SMEs and employ 43,000 people, they create a massive industrial and employment corridor in northern Taiwan. Combined with the Wenzihun redevelopment zone, Xinzhuang’s growth potential is immense.

Lai believes both Sanchong’s Xianshegong Station and Xinzhuang’s Touqianzhuang Station offer distinct lifestyle advantages. Five years ago, Hsiang Lin launched the waterfront leisure residence 'Hsiang Lin Heng Mei' near Xianshegong Station, achieving a full pre-sale within four months. The project has been delivered for nearly three years.

The Second Administrative Center is a key project under New Taipei’s 'multi-core city' development strategy, located in the Sanchong New Taipei Technology Park. It is expected to receive its occupancy permit in September 2023, with nearly 3,000 staff from departments including the Police Bureau, Health Bureau, Transportation Bureau, Labor Bureau, and Fire Department EOC completing relocation by year-end. This is comparable in scale to the 3,500 central government employees from 13 ministries—including the Ministry of Culture, Council of Indigenous Peoples, and Hakka Affairs Council—already stationed in the Joint Office Building in Xinzhuang’s Deputy City Center.

Hsiang Lin Real Estate Research Institute emphasizes the high transportation value of Touqianzhuang Station, which sits at an irreplaceable cross-network junction. The Zhonghe-Luzhou Line allows direct access to central Taipei districts—Minquan West Road, Songjiang Nanjing, and Zhongxiao Xinsheng—without transfers. The Circular Line enables fast connections to Banqiao, Zhonghe, and Xindian, offering efficient regional mobility.
