The public bid for Taipei's Nanchang public urban renewal Unit 4 project has selected Dumei Construction as the top applicant today (30th). The redevelopment is expected to construct two steel-reinforced concrete (SRC) buildings with 24 floors above ground and 4 floors underground, with a total floor area of approximately 9,775 ping, generating over NT$7.687 billion in real estate value.

This marks the second publicly-led urban renewal project successfully completed by the Taipei Housing and Urban Renewal Center after Unit 3. The Taipei HURC also announced that the public bid for the Nanchang Unit 5 urban renewal project will be officially launched in August.

Since 2015, the Taipei HURC has established an on-site service station within the Nanchang community, adopting a strategy of "prioritizing areas with higher resident willingness" for Units 1 to 7 (covering Nanchang Phases 1-3). So far, Units 3 and 4 have successfully completed investor recruitment, and Unit 5 is set to launch its bid soon, steadily advancing the phased and zoned renewal plan for the Nanchang community.

According to the Taipei HURC, Unit 4's site contains two five-story reinforced masonry buildings, currently housing 196 households, most with interior areas under 12 ping. These buildings suffer from structural aging and insufficient seismic resistance. After the April 2024 Hualien earthquake, the buildings were classified as "yellow-tagged," prompting the city government to immediately initiate a public urban renewal willingness survey. The center, serving as the implementing agency, actively accelerated community consensus-building, achieving a 92.82% willingness rate through simulation exercises, leading to the official bid announcement on March 30, 2026.

Dumei Construction's overall architectural plan centers on the concept of "activating street corners, neighborhood sharing, and green coexistence." The redevelopment will construct two 24-story above-ground, 4-story underground SRC buildings with approximately 9,775 ping of floor area, expected to generate over NT$7.687 billion in real estate value (final scale subject to approval). Aligning with Taipei's thermal comfort cooling initiative, the project aims to achieve Platinum-level Green Building, Silver-level Smart Building, and Building Energy Efficiency Level 1+ certifications, creating a next-generation residence that balances quality of life, environmental responsibility, and preservation of Nanchang community memories.

The Taipei HURC noted that Dumei Construction's core concept of "Chengguang Hill" transforms the former airport runway, flight paths, and neighborhood blocks into pedestrian systems, activity plazas, and green open spaces, providing safe walking environments for residents, students, and visitors. Responding to Taipei's green coverage policy, the project will create an "Oasis Platform" on the 3rd floor as a community shared space and plans rooftop solar photovoltaics and rooftop farms on the top level, offering residents spaces to connect with nature and each other, creating a new urban landscape that integrates cultural heritage, community sharing, and environmental sustainability.
