The National Development Council (NDC) is actively coordinating with various ministries to advance the AI New Ten Major Constructions, using local data and democratic values as the foundation for Taiwan's sovereign AI development. AI is being prioritized in education, healthcare, finance, and judiciary to build a safe and trustworthy AI ecosystem.

A key highlight is the launch of Taiwan's first large language model (LLM) dedicated exclusively to legal affairs. Deployed in three phases over three years, this initiative will drastically reduce the time required for document processing and information retrieval for over 16 million annual judicial cases, significantly enhancing the capabilities of judicial institutions.

NDC Minister Ye Jun-xian stated, "AI will be the new engine driving industrial transformation and economic development. The second-quarter results demonstrate tangible applications in adaptive learning, smart healthcare, and judicial efficiency, bringing technological innovation closer to people's daily lives."

In education, the Ministry of Education is advancing the AI Talent Ark initiative, integrating generative AI into the digital learning platform "Adaptive Learning Network" and introducing the AI learning companion "eDu," which provides conversational guidance and real-time feedback.

According to Ministry of Education statistics, students who used the Adaptive Learning Network for over four hours and learned with eDu saw pass rates increase from 45% to 62% in Chinese, 35% to 58% in English, and 37% to 58% in Mathematics—demonstrating significant learning improvements.

In healthcare, to realize the vision of a Healthy Taiwan, the government is applying AI technologies to smart care and telemedicine. The Greater Southern AI Smart Health Exhibition brought together over 100 public and private organizations, academic institutions, and research bodies to showcase more than 120 applications. These include real-time fall detection using de-identified data, AI-powered motion analysis for personalized rehabilitation training, and integrated smart mattresses with IoT devices that automatically collect physiological data—demonstrating a complete pipeline from R&D to real-world service implementation.

In the judiciary, the Ministry of Justice has launched Taiwan's first legal-specific LLM project, adopting a three-phase, three-year strategy for large-scale deployment. It will be prioritized in practical fields such as prosecution, probation, administrative enforcement, and government procurement, reducing document processing and information retrieval time for over 16 million annual cases and greatly improving case handling efficiency.

The NDC emphasized its commitment to continue integrating resources and expanding demonstration zones to deliver intelligent services that are accessible, affordable, and trustworthy for all citizens.
