The Ministry of Economic Affairs' Investment Commission held its 33rd meeting today (30th), approving several major investment cases. Foreign direct investment totaled NT$73.95 billion, entirely dedicated to offshore wind power construction, reflecting strong foreign commitment to Taiwan's green energy market. Meanwhile, nine outbound investment cases were approved, amounting to approximately USD 1.63267 billion, covering key sectors such as biotech contract manufacturing, network equipment, semiconductor packaging and testing, and overseas expansion.

On the inbound investment front, both major approved cases were allocated to the offshore wind industry. Danish company Orsted Wind Power TW Holding A/S invested NT$40 billion via loan to Greater Changhua Northwest Holding Co., Ltd., to support operational expenditures for the Greater Changhua Northwest Offshore Wind Power Co., Ltd.'s offshore wind construction. Dutch company Mit Hai Long Wind Power B.V. contributed foreign currency equivalent to NT$33.95 billion to increase capital in Yushan Energy Co., Ltd., which will then reinvest in Hai Long No. 2 and No. 3 Wind Power Co., Ltd., fully funding the construction costs of the Hai Long offshore wind project.

On the outbound side, companies are actively expanding their global supply chains, with nine investments approved totaling about USD 1.63267 billion. Purre Pharmaceutical invested USD 122.5 million to increase capital in its U.S. subsidiary, enabling its wholly-owned grandchild company to acquire the pharmaceutical contract manufacturing business of U.S. biopharma firm MacroGenics, expanding its biotech footprint in North America. Networking giant Accton Technology invested USD 91.76 million and USD 80 million respectively to increase capital in its Singapore and Vietnam subsidiaries, strengthening manufacturing of networking products and communication equipment. Lite-On Technology invested USD 110 million to expand its Vietnam plant, growing server module and power supply contract manufacturing.

In electronics and finance, Hong Jing Precision invested USD 600 million to increase capital in its Seychelles subsidiary to reduce foreign exchange hedging costs. Hua Nan Financial Holding established a Singapore branch with SGD 100 million to expand cross-border financial services. ASE Semiconductor invested USD 120 million to increase capital in its Malaysian subsidiary, acquiring local high-performance analog chip packaging and testing operations. Kuan Han Technology launched a public tender offer in euros worth EUR 200 million for Austrian company Kontron AG, deepening R&D and manufacturing in embedded industrial computing. CloudMinds Technology invested USD 200 million to increase capital in its U.S. grandchild company, expanding cloud computing server facilities and infrastructure.
