The 5-year Renminbi (RMB) treasury futures officially commenced trading on the Hong Kong Exchanges and Clearing Limited (HKEX) today (March 3). At the listing ceremony, China Securities Regulatory Commission (CSRC) Chairman Wu Qing described the product's launch as "timely and natural." He emphasized that this instrument will open a new channel linking onshore and offshore markets, providing international investors with an efficient tool for managing interest rate risks, thereby enabling them to hold Chinese bond assets with greater confidence. Currently, foreign investors hold approximately 3.2 trillion yuan worth of Chinese bonds, creating urgent demand for hedging instruments.

Three months ago, Qualified Foreign Institutional Investors (QFIs) were already permitted to participate in domestic Chinese treasury futures. Today's listing in Hong Kong represents the outcome of long-term cooperation between regulators and market institutions across both regions in areas such as rules, technology, and risk control.

Wu Qing stressed that in the long term, this product will enrich the application scenarios for offshore RMB usage, strengthen Hong Kong's function as a global hub for offshore RMB business, and enhance the quality and efficiency of financial services supporting the real economy. He also announced that the CSRC will implement five practical measures to further deepen capital market collaboration between the mainland and Hong Kong:

First, functional collaboration. Support mainland enterprises listing in Hong Kong and high-quality Hong Kong stocks returning to the mainland, while facilitating Hong Kong companies issuing bonds domestically to serve the development of new-quality productivity.

Second, product collaboration. Promote cooperation between index providers in both regions to jointly develop China asset indices, expand ETF product offerings and improve registration mechanisms; deepen futures collaboration and support Hong Kong in launching more RMB-denominated futures products.

Third, ecosystem collaboration. Support high-quality securities and fund management companies expanding operations in Hong Kong, study expanding mutual recognition of professional qualifications between the two regions, and facilitate talent mobility.

Fourth, regulatory collaboration. Strengthen cross-border issuance, intermediary institution, and enforcement cooperation; improve risk monitoring and information sharing to prevent risks from cross-border capital flows.

Fifth, governance collaboration. Promote pilot programs for sustainable corporate disclosures within bilateral and multilateral frameworks, deepen regulatory cooperation in fintech, and enhance China's participation and influence in global financial governance.

Industry insiders analyze that this 'offshore expansion' of Chinese treasury futures not only fills the gap in offshore RMB interest rate risk management tools but also sends a clear signal through the aforementioned 'five-dimensional collaboration' that two-way openness between Chinese and Hong Kong capital markets continues to deepen, laying a solid market foundation for RMB internationalization.
