SPIL, a subsidiary of ASE Group (3711-TW)(ASX-US), held a groundbreaking ceremony today (11th) at its Yunlin Douliu site for the 'Douliu New Plant Construction Launch.' The first phase of the new facility is scheduled to become operational in 2028, introducing the advanced CoWoS packaging process and expected to generate 1,300 local employment opportunities.
To meet the surging global demand for AI and high-performance computing, SPIL has announced the construction of its new Douliu plant, following the successful launch of the first phase of its Huwei plant in 2025. This expansion not only marks SPIL’s further growth in central Taiwan’s production capacity but also signifies that, under the synergistic operation of the 'Huwei-Douliu dual-plant' model, more high-tech momentum and quality job opportunities will be brought to Yunlin, driving local industrial transformation and accelerating the development of a regional semiconductor ecosystem.
In this golden era of rapid semiconductor advancement, 'advanced packaging and testing' has become a core enabler of future technologies. As a leader in advanced packaging, SPIL anticipated top-tier client demands and strategically positioned itself ahead of the AI wave. Since the AI boom began, SPIL has initiated a nationwide expansion, constructing new facilities in Taichung, Changhua, Yunlin, Hsinchu, and Tainan. Over the past two years, total investment has reached approximately NT$200 billion (about USD 6.4 billion), with over 8,000 new employees hired across Taiwan.
Minister of Economic Affairs Kung Ming-hsin stated that SPIL’s investment will further strengthen advanced packaging capabilities, improve process integration efficiency and product yield, and expand high-end packaging capacity. This will not only enhance the semiconductor industry’s competitive edge but also reinforce Taiwan’s pivotal role in the global semiconductor supply chain.
SPIL Deputy Chairman Chang Yen-chun emphasized the company’s deep commitment to Yunlin, bringing world-class advanced packaging technology to the region. After the Huwei plant (P1) broke ground in November 2022 and successfully launched in September 2025, the Douliu plant will represent an investment of nearly NT$100 billion, covering a 6-hectare site. At full capacity, it is expected to create over 2,200 high-quality jobs. Upon the first phase’s launch in 2028, 1,300 jobs will be generated, positioning the Douliu plant as a key engine for SPIL’s future AI-driven advanced packaging operations and an indispensable pillar in the global AI supply chain, fostering regional economic growth and mutual success.
Yunlin County Magistrate Chang Li-shan highlighted that successful investment attraction is not only about corporate willingness but also government accountability. Since SPIL decided to locate in Yunlin, the county government established a cross-departmental task force with a 'single-service window' to support the company throughout land matching, administrative coordination, construction permit applications, and inter-agency integration. This dedicated assistance has promptly removed investment barriers and significantly shortened the investment timeline through high administrative efficiency.
At the ceremony, SPIL Chief Administrative Officer Chien Kun-yi expressed heartfelt gratitude, acknowledging the support from Legislative Yuan members Liu Chien-kuo, Chang Chia-chun, and Ting Hsueh-chung, as well as various Yunlin stakeholders. He especially thanked the Ministry of Economic Affairs’ Industrial Parks Administration and the Yunlin County Government team for their efficient and strong support, along with ASE Group and all collaborative partners, whose collective efforts made the Douliu plant’s construction possible. Today’s groundbreaking is a testament to collective achievement, enabling SPIL to firmly establish and grow in Yunlin.
With the new plant under construction, SPIL is actively recruiting top talent from all sectors and is committed to providing diverse employee benefits and incentive programs.
