OpenAI has officially expanded its ChatGPT advertising rollout in India, launching ads for free and ChatGPT Go users priced at 399 Indian rupees (approximately $4) per month. India is one of ChatGPT’s largest and most active markets, and OpenAI’s move aims to increase revenue, offset AI inference costs, and strengthen its business model as the company advances its IPO plans and seeks to justify its $852 billion valuation.
OpenAI stated that ads are currently being rolled out to select eligible ChatGPT Free and Go users in India, with the goal of using ad revenue to support broader ChatGPT usage and maintain accessibility for free and low-cost plans. OpenAI emphasized that India is one of ChatGPT’s most important markets, and its current focus is on learning from real-world user and advertiser behavior while ensuring the core ChatGPT experience remains intact.
According to OpenAI’s official information, ChatGPT ads will only appear on Free and Go plans. Plus, Pro, Business, Enterprise, and Edu plans will continue to offer an ad-free experience. OpenAI will not serve ads to accounts identified as belonging to users under 18, using both account age data and, where applicable, age prediction technology.
With India’s inclusion, OpenAI’s ad testing footprint has further expanded. The company previously launched testing in the U.S. and has since extended it to the UK, Mexico, Brazil, Japan, South Korea, and European markets. In late August, OpenAI announced the expansion of ChatGPT Ads to 31 European markets, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria.
OpenAI has implemented multiple restrictions on ad placement. Ads will be clearly labeled as sponsored content and visually distinct from ChatGPT’s responses, typically appearing below the reply. OpenAI emphasized that ads will not influence ChatGPT’s answers, as the ad system operates independently from the chat model. Advertisers cannot pay to alter, reorder, or manipulate ChatGPT’s responses.
OpenAI refers to this principle as “response independence,” meaning ChatGPT’s answers are not influenced by advertiser product placements or commercial interests. The company also stated that advertisers cannot view users’ chat content, chat history, memory, or personal information—only aggregated ad performance data, such as overall impressions and click-through rates, will be shared.
OpenAI’s decision to expand advertising in India underscores the market’s commercial significance. Earlier this year, OpenAI reported that ChatGPT’s weekly active users in India exceeded 100 million, with a large portion concentrated on the free or lower-priced Go plan, making India a market with immense scale potential for an ad-based model.
One of the primary roles of ad revenue is to help OpenAI cover its massive AI computing costs. Large language models require inference with each response, and as user numbers and usage frequency grow, so do server, GPU, and data center expenses. Compared to competitors relying primarily on enterprise subscriptions and API revenue, OpenAI has a vast consumer user base, making advertising a more direct path to monetization.
Ujjwal Chaudhry, Partner at market research firm Analysys Mason, noted that advertising remains one of the most mature and effective business models for monetizing large consumer user bases at scale. Citing market data, he pointed out that global advertising spending totals $1.18 trillion, with digital advertising accounting for over 75%, and in-app advertising alone representing a $400 billion market.
OpenAI is also gradually building a full-scale advertising sales infrastructure. In May, the company announced expanded ways to buy and manage ChatGPT ads, launching a beta self-serve Ads Manager with CPC (cost-per-click) bidding and enhanced ad performance measurement tools. Advertisers can create and manage campaigns through partners or the new ad management platform without accessing users’ chat content or personal data.
According to recent market reports, OpenAI is initially partnering with dozens of brands in India for ad placements and plans to scale up its self-serve ad service. Self-serve platforms allow advertisers to directly set budgets and bid for impressions or clicks—a model widely used by social media and major digital advertising platforms—and help OpenAI transition its ad business from manual sales to a more scalable, automated model.
However, ChatGPT’s adoption of ads further highlights the divergence in business models between OpenAI and its main competitor, Anthropic. Anthropic has previously stated that its AI assistant, Claude, will remain ad-free, with no ads or sponsored links appearing near conversations, and Claude’s responses will not be influenced by third-party product placements.
This creates two distinct commercialization paths: Anthropic focuses on enterprise clients and high-value business customers, while OpenAI, with its larger consumer user base, is exploring advertising as an additional revenue stream from its vast individual user base, alongside subscriptions and enterprise services.
Another key context for OpenAI’s accelerated ad monetization is its preparation for a potential IPO. In June, OpenAI filed confidential documents for a public listing, with a valuation of approximately $852 billion at the time, though it has not yet announced an official IPO timeline. Market expectations suggest OpenAI may seek to go public around 2027, while its main rival Anthropic is also advancing IPO preparations, setting the stage for a capital market race beyond their technological competition.
For OpenAI, the success of its ad business will be a critical metric for investors evaluating its business model. While its massive user base is an advantage, the inference costs of generative AI services far exceed those of traditional web search or social platforms. The key challenge will be balancing cost recovery through ads without eroding user trust or degrading the user experience—crucial to sustaining long-term growth.
With India joining the ad testing markets, ChatGPT is evolving from an AI product reliant solely on subscriptions, enterprise services, and APIs into a platform with consumer ad monetization capabilities. Whether OpenAI can replicate the advertising success of Google and major social platforms remains to be seen, but amid rising AI computing costs and increasing pressure for revenue and profitability ahead of IPO, advertising has become one of OpenAI’s most important new commercialization experiments.
