Fubon Life Communication Office Stabbing Case: FSC Expresses Concern, Demands Review of Access Control and Emergency Response Mechanisms

A shocking stabbing incident recently occurred at Fubon Life's Jianbei Building in Taipei. A man surnamed Huang, harboring a grudge from a past car accident, followed an employee to the communication office restroom and attacked him with a knife, seriously injuring two people who were sent to the hospital. In response, the FSC's Insurance Bureau expressed high concern, not only requiring the company to fully assist the injured and shocked colleagues but also emphasizing that it will continue to monitor Fubon Life's review of access control, emergency response procedures, and safety education, urging all insurance companies to thoroughly implement workplace safety management.

According to police investigations, the suspect Huang and the victim Hong had no direct connection in the past. The only link was a car accident five years ago. At that time, Huang's ex-wife rode a scooter and knocked over Hong, causing him to be run over by a tour bus and suffer serious injuries and fractures. Afterward, Huang's ex-wife compensated 2 million NT dollars and divorced two years ago. Unexpectedly, Huang seemed to hold a grudge until now. On the 21st, he followed Hong to the Jianbei Building restroom and attacked him with a fruit knife, seriously injuring both. Currently, there is no danger to their lives, and the case is being expanded for investigation.

Insurance Bureau Deputy Director Tsai Huoyan stated that the FSC expressed high concern about this incident. In addition to continuously understanding the latest situation from the company and hoping that the injured colleagues will recover soon, it has also required Fubon Life to strengthen the safety maintenance of the office environment. Currently, the injured colleagues are receiving proper treatment in the hospital, and Fubon Life has also provided a free psychological counseling hotline and arranged professional psychologists to be stationed at the Jianbei Building site to provide face-to-face counseling for the shocked colleagues.

Regarding the safety protection of frontline personnel, Tsai Huoyan pointed out that according to the Occupational Safety and Health Act and relevant regulations, employers should properly plan and take necessary safety and health measures for workers who suffer bodily or mental illegal harm while performing their duties, including hazard identification, appropriate facility allocation, hazard prevention training, and the establishment of emergency response mechanisms.

Tsai Huoyan emphasized that as an employer, insurance companies should implement safety protection for communication offices and business locations in accordance with labor authority regulations. The FSC will continue to monitor Fubon Life's review of this incident, examining personnel entry and exit management, access control security measures, emergency reporting and response procedures, and the safety education of employees, requiring all insurance companies to implement appropriate safety management measures for different business locations and business risks.
