1. Human Capital Disclosure Transitions from "Operational Response" to "Proactive Corporate Value Enhancement"

The rate of human capital disclosure initiatives among listed companies reached 93.1%, an increase of approximately 27 points from 66.2% in the previous year. Among non-listed companies, those stating they "do not disclose information externally" decreased from 60.3% in the previous year to 39.5%, while the proportion posting information on their company websites expanded to 55.8%. Regardless of company size, there is a growing trend to disclose human capital information to improve recruitment competitiveness and gain trust from stakeholders, including business partners and financial institutions.

2. Objective Shifts from "Defensive Disclosure Response" to "Proactive Corporate Value Enhancement"

The primary reasons for engaging in human capital management were "engagement improvement" (83.2%) and "business and corporate value improvement" (67.3%). This indicates a shift in positioning from merely responding to disclosure obligations to "proactive HR" that supports organizational revitalization and competitiveness enhancement.

3. Gap Between Emphasized Metrics and Actual Management Level

"Engagement" (81.6%) and "Development" (77.2%) ranked high as important human capital metrics. For most items, excluding diversity (childcare), companies are still in the stage of "implementing measures but not yet disclosing or sharing quantitative metrics." While the importance is recognized, there appears to be a significant hurdle in the execution phase of designing "what to quantify, how to quantify it, and at what frequency to conduct regular monitoring."

Conclusion

The results of this survey indicate that Japanese companies' human capital management is transitioning from "responding to disclosure obligations" to "enhancing corporate value through data utilization." On the other hand, many companies, while recognizing the importance, are in the trial-and-error phase, unable to translate it into specific metrics and KPIs.

Leading companies are first focusing on centralizing talent data, establishing a state where basic metrics such as turnover rate and engagement can be continuously tracked, and then gradually advancing the metrics to be emphasized in accordance with their own management and HR strategies.

To make human capital management effective, it is crucial not only to discuss metric design but also to first proceed with "inventorying and visualizing data." Establishing a system where the HR department can shift from data collection and aggregation tasks to focusing on strategy planning is the first step toward enhancing corporate value.
