Pasona JOB HUB Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Motoyoshi Takagi) will hold the "Regional Revitalization Entrepreneur Utilization Seminar & Matching Event" online (Zoom) on July 14, 2026, as part of the "Consignment for Promotion of Utilization of the Regional Revitalization Entrepreneur System for Fiscal Year 2026" commissioned by the Ministry of Internal Affairs and Communications.
This event aims to deepen understanding of the "Regional Revitalization Entrepreneur System," which utilizes the expertise of employees from urban companies and individuals in local regions, to promote the utilization of external human resources by local governments and to facilitate matching between local governments and companies/individuals.
Due to population decline and the declining birthrate and aging population, "securing immediately employable human resources" has become a serious challenge, particularly in rural areas. On the other hand, in urban areas, there is growing interest in improving corporate value through regional contribution, cross-border learning for employees, as well as side jobs for individuals and establishing second careers for seniors. In this context, the Ministry of Internal Affairs and Communications is promoting the "Regional Revitalization Entrepreneur System." This system allows employees of urban companies, etc., to utilize their know-how and knowledge to engage in regional revitalization activities for local governments for a certain period.
The upcoming "Regional Revitalization Entrepreneur Utilization Seminar & Matching Event" will introduce the overview and key points of utilizing the Regional Revitalization Entrepreneur System. Additionally, local governments that are actually using the system, dispatching companies, and practitioners working as side-job entrepreneurs will present specific case studies. In the latter half, opportunities for interaction between local governments and companies/individuals will be provided to support the first step towards concrete system utilization.
Through this initiative, Pasona JOB HUB will connect regions with urban companies and human resources, contributing to the resolution of regional issues and the creation of sustainable relationships.

Overview of the Ministry of Internal Affairs and Communications' "Promotion of Utilization of the Regional Revitalization Entrepreneur System for Fiscal Year 2026"
Purpose
To visualize the processes, bottlenecks, and success factors by conducting detailed surveys and analyses of the actual situation of local governments, companies, and entrepreneurs who have experience using or are considering the Regional Revitalization Entrepreneur System. By widely disseminating content introducing case studies, we aim to increase awareness and understanding among municipalities and companies that have not yet introduced the system, and to further promote the utilization of this system and regional revitalization.
Content
1 Implementation of actual situation survey
Conducting questionnaire and interview surveys on matching methods, agreement conclusion processes, difficulties, and efforts targeting local governments, dispatching companies, and entrepreneurs (approximately 100 selected) that have utilized this system in Fiscal Year 2025.
2 Creation and dissemination of case study content
Based on the survey results, create detailed utilization case study content (electronic data) of approximately 30 cases, considering the balance of fields of activity. Disseminate and publicize on the Ministry of Internal Affairs and Communications website and the future Ministry of Internal Affairs and Communications Regional Revitalization Entrepreneur Matching Platform.
3 Creation of awareness-raising events and matching opportunities
Hold seminars and direct matching events for municipalities, companies, and individuals who have not yet implemented the system, expanding the base of utilization.
4 Support for implementation towards system introduction
Provide individual follow-up support for municipalities to implement the system, such as building acceptance structures, as needed.
