PEOPLE HORIZON Inc. (Headquarters: Chiyoda-ku, Tokyo; CEO: Shinsuke Okumura) has announced the commencement of its 'Min-Kura' service in the management of regional community clubs in Toda and Warabi, Saitama Prefecture, starting May 2026. This expansion follows the initial launch in Chiba Prefecture.
### Background: Regionalization of School Clubs Under national guidelines to move extracurricular activities from schools to regional communities, municipalities are rapidly establishing community clubs. However, the administrative burden—including student data management, parent communications, attendance tracking, fee collection, and insurance procedures—has become a significant challenge. PEOPLE HORIZON developed 'Min-Kura' to address these specific operational hurdles, launching the service in April 2026.
### Implementation in Toda and Warabi In Toda and Warabi, 'Min-Kura' will centralize member management, attendance tracking, schedule sharing, fee payments, and insurance applications. This integration aims to significantly improve administrative efficiency for club operators.
### Three Reasons Why 'Min-Kura' is Chosen 1. **Safety Notifications:** Parents receive automated alerts when their children's attendance is recorded at the start and end of activities. 2. **In-App Insurance:** Procedures for insurance enrollment and claims are fully integrated within the app, reducing the workload for secretariats. 3. **Diverse Payment Options:** Supports credit cards, carrier billing, QR payments, and convenience store payments, enhancing usability and reducing the burden of managing unpaid fees.
### Strategic Partnership The company has an exclusive partnership with Oaks Best Fitness Co., Ltd., a fitness club operator. This allows them to provide not only the software but also the operational know-how required to set up and manage community clubs from scratch.
### Future Outlook PEOPLE HORIZON plans to expand its support across Chiba, Saitama, and Ibaraki prefectures. Following the launch in Narita, Yachimata, and Choshi in April and now Toda and Warabi in May, more municipalities are scheduled for implementation after August 2026.
