◇ Background
In recent years, education on preventing sexual violence and promoting understanding of sexual consent in schools has been recognized as a critical educational issue essential for protecting the safety and human rights of all children.
In 2022, the 'Law on the Prevention of Sexual Violence Against Students by Educational Staff and Related Matters' came into effect, advancing efforts to prevent sexual violence by educational personnel toward students. Additionally, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has developed training materials and case studies for educators and is promoting their use in schools.
Furthermore, nationwide initiatives promoting 'Life Safety Education' aim to prevent children from becoming perpetrators, victims, or bystanders of sexual violence. Recent revisions to textbooks and teaching guidelines now include content on 'sexual consent', increasing the importance of age-appropriate instruction.
However, many educators report challenges such as uncertainty about whether certain behaviors constitute sexual violence, difficulty explaining the concept of consent, and concerns about how to address the influence of social media and online videos.
This seminar will re-examine the concepts of sexual violence and sexual consent within this social and educational context, providing educators—including school nurses and health teachers—with practical guidance on how to convey accurate information to students and apply it in daily counseling and health education.
