Shimane Prefecture Starts Supporting Purchase Costs for FIT Non-Fossil Certificates!

Gotsu Regional Hub Industrial Park Solar Power Generation

Shimane Prefecture has established a new system, in cooperation with the Prefectural Enterprise Bureau, to subsidize the purchase costs of "FIT Non-Fossil Certificates" for companies that newly purchase land in the prefectural industrial parks in the western part of the prefecture (Gotsu Regional Hub Industrial Park and Iwami Rinkū Factory Park) to promote their sale. (Effective April 1, Reiwa 8 / 2026)

※ A "FIT Non-Fossil Certificate" certifies the environmental value of electricity generated from non-fossil power sources such as renewable energy. (By purchasing the certificate, the equivalent amount of electricity consumed can be treated as virtually CO2-emission-free.)

1. System Overview

(1) The Prefectural Enterprise Bureau will procure FIT Non-Fossil Certificates (environmental value) derived from its own hydropower and solar power generation from the non-fossil value trading market on behalf of companies and transfer them at market procurement prices.

(2) The Prefectural Department of Commerce, Industry and Labor will subsidize the costs incurred by companies.

Eligible companies: Companies that purchase 1,000m2 or more of land in the western prefectural industrial parks (Gotsu Industrial Park, Iwami Rinkū FP) between Reiwa 8 (2026) and Reiwa 12 (2030).

Eligible expenses: Purchase costs of FIT Non-Fossil Certificates acquired from the Enterprise Bureau (excluding consumption tax equivalent) *Limited to electricity used within the industrial park.

Subsidy amount, etc.: Fixed-amount subsidy (maximum subsidy of 1,200 thousand yen/year)

Subsidy period: 8 years from the start of land use.

・Reduce CO2 emissions from electricity consumption associated with corporate activities at low cost.

(Normally, the cost burden for the environmental value added to electricity bills is reduced.)

・Improve the company's image among residents by utilizing local power plants.
